Full-Time Senior Project Manager-Business Process Management – SENIO002438

Job Description

Salary range is $65k to $145k, with a midpoint of $105k.  New hires typically receive between minimum and midpoint, however, we may go slightly higher based on experience, internal equity and market.

GENERAL PURPOSE: 

Under general supervision of the Manager – Operations Program Support, improve productivity and engagement of the Operations Department through better processes, tools and thinking.  Utilize business process management (BPM) skills, project management skills and technical knowledge to foster a culture of continuous improvement. Optimize operational processes and procedures and identify areas that will enable the achievement of the organization’s strategic goals.  Apply strong analytical skills to successfully solve key business problems through a deep understanding of complex business requirements.  Utilize various industry best practices, tools, and methods to manage, guide and educate stakeholders through the lifecycle of business processes.  Elicit details of the organization’s business processes and requirements from the performers and management (business analysis), document the processes (technical writing skills), and identify and drive tasks to implement a process (project management).  Facilitate process improvement initiatives.  Oversee Operations Document Control activities.

ESSENTIAL FUNCTIONS:

The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

• In collaboration with key stakeholders, leads in the initial discovery and documentation of new or existing processes that have not yet been documented. Leads standardization and optimization activities, that occur during this initial phase, requiring implementation/execution. Defines key performance indicators (KPI) for process monitoring after execution.

• Applies modeling methodologies to identify new variables in existing processes.

• Proactively identifies avenues to increase the BPM adoption and user groups across the organization.

• Drives quantifiable business outcome/ impact through BPM engagements.

• Implements new process or process changes and account for project planning surrounding execution activities, which may include rolling out new tools, documentation, and training.

• Monitors process lifecycle, such as tracking the accuracy, effectiveness, and/or compliance to the process and assists the organization in determining which processes will be monitored, how, and how closely.

• Leads review and optimization efforts, based on modeling, monitoring, user input, or business changes, to modify processes for greater effectiveness or alignment with organizational goals. This may include minor changes to documentation, communication of the changes, rolling out a new tools or upgrades to existing tools, and retraining resources.

• Supports document owners with re-engineering efforts when a process becomes significantly out of alignment with organizational goals, or requires major changes to comply with new requirements.

• Identifies and resolves conflicting information among the various process and procedures for the Operations Department.

• Be a subject matter expert (SME) for the Operations organization in the lifecycle management of business processes.

• Facilitates development of cross-functional business solutions that combine knowledge of business processes and issues, general technological options and process improvement facilitation techniques.

• Partners with key stakeholders to understand the problem to solve, map business capabilities and processes, and assess areas for improvement using Lean methodologies.

• Drives process improvements through constant, iterative review of processes ensuring solutions meet current and future business objectives.

• Leads development and implementation of process improvements to eliminate process waste and increase automation for the organization, which may include managing complex and high impact projects affecting multiple stakeholders and business owners

• Designs scaled processes by gathering functional requirements, identifying resources needed, and defining milestones and launch schedule to ensure timely and successful delivery of the projects.

• Executes stakeholder engagement processes implementing and improving processes across all Divisions within Operations.

• Conducts effective meetings including business process and program reviews and process improvement workshops.

• Assists with the definition and design of tools, standard operating procedures and processes within the Business Services team.

• Ensures processes, policies, and practices are interpreted and applied consistently and effectively; identify and recommend improvements to administrative policies, procedures or processes to accelerate project and program delivery.

• Maintains complete and accurate records in accordance with local, state, and federal policies

• Facilitates and guides stakeholders through the Operations Configuration Review Board (CRB) process and perform quality control on proposed project materials.

• Oversees and performs Operations Document Control activities and tasks.

• Plans, coordinates, and administers a project, program or process that improves department or Agency practices.

• Serves on internal committees and projects as requested.

• Works independently with minimal direction.

• Participates in agency-wide task forces, process improvements, and cross functional teams.

• Acts as Change Champion for new initiatives being rolled out to the Agency, Department or Divisions.

• Provides technical expertise, training, research, planning, policy, and program assessment.

• Supports Operations on issues or requests related to projects and programs and provide troubleshooting support to internal stakeholders.

• Leverages technology and work closely with project managers to develop, enhance or maintain mechanisms for effective and efficient project controls, data collection, analysis and reporting.

• Assists the Supervisor and Manager of Operations Program Support in efforts to develop business cases for additional tools or resources for improving or enhancing project, program, process and procedure controls.

• Champions and models Sound Transit’s core values and demonstrates values-based behaviors in everyday interactions across the agency.

MINIMUM QUALIFICATIONS:

Education and Experience:

Bachelor’s degree (Master’s degree preferred) in business administration, project controls, operations, business, public or non-profit administration or closely related field and four years of experience providing business process management support in operations, including program support, preferably in a public or private sector transit related organization; OR an equivalent combination of education and experience.

• Principles and practices of document control record keeping and records management.

• English usage, spelling, grammar, and punctuation.

• Modern office procedures, methods, and equipment including computers and computer applications such as word processing, spreadsheets, and statistical databases.

• Principles of business letter writing and basic report preparation.

• Desired: knowledge of Operations Department administration, procedures and terminology.

• Able to dive deeply into details as easily as convey high-level plans with clear and concise verbal and written communication. Transform raw thoughts into clear documentation and requirements.

• Ability to identify key performance indicators in a variety of program and project environments.

• Ability to develop effective operating processes, procedures and work instructions.

• Ability to negotiate conflicting requirements and wants across organizational boundaries.

• Experienced in group and team facilitation.

• Establishing and maintaining effective working relationships with other department staff, management, and vendors.

• Interpreting and administering policies and procedures sufficient to administer, discuss, resolve, and explain them to staff and vendors.

• Interpreting and applying applicable federal, state, and local policies, laws, and regulations.

Physical Demands / Work Environment:

• Work is performed in an indoor office environment.

• Standing, walking, bending, reaching, stooping, and lifting objects of 25 pounds.

• May occasionally be exposed to dangerous machinery, extreme weather conditions, potential physical harms, and extreme noise when conducting site visits and working in the field.
