Full-Time Senior Planning Engineer III
Job Description
- Assist and coordinate in the development of comprehensive transportation plans for rural planning organizations, counties, and small urban areas, serving as guidance for local policies on long-range highway, transit, rail, bicycle, airport, pedestrian, land use, and other development plans.
- Assist and coordinate in conducting environmental studies for programmed projects.
- Attend project meetings, including project scoping meetings, NEPA merger meetings, and feasibility study groups to provide financial and environmental assets to Project Development & Environmental Analysis (PDEA) staff.
- Attend project public hearings and aid in facilitating these meetings by providing local answers to inquiries raised.
- Assist in the programming of projects in State Transportation Improvement Program (STIP) by providing transportation planning and funding data to the Regional Planning Organization (RPO), county, and municipalities.
- Assist with the project prioritization process at the Division and RPO levels.
- Serve as a liaison between RPOs and NCDOT staff by providing information and responding to requests for information.
- Assist our multimodal divisions in developing non-highway projects to ensure consistency with planning documents: bicycle/pedestrian, rail, public transit, ferry, and aviation.
- Assist in coordinating and conducting public outreach efforts for Comprehensive Transpiration Plans (CTPs), feasibility studies, bike and pedestrian plans, project prioritization, multi-modal studies, STIP development, and project development.
- Experience conducting meetings with employees, citizens, and public officials to conduct investigations and resolve issues.
- Experience investigating and preparing specific recommendations for traffic-related inquiries from the public and government agencies and providing explanations.
- Experience planning, developing, scheduling, tracking, and completing projects independently or with limited supervision.
- Customer service experience related to solving problems involving explaining engineering concepts to customer groups.
- Experience assimilating large data sets to properly plan, prioritize, track progress, and monitor projects and programs.
- Ability to safely operate a state vehicle.

- Skills to use sound engineering judgement when conducting engineering studies and preparing geometric designs.
- Ability to write contracts, specifications, special provisions, and interpret policies, procedures, and regulations.
- Bachelor’s degree in engineering, and
- 4+ years of relevant experience; or
- An equivalent combination of education and experience.
- You will encounter inside and outside environmental conditions.
- We may require you to be registered as a professional engineer by the NC Board of Examiners for Engineers and Surveyors.
