Reporting to the Policy Director and working in close collaboration with Earthworks field and communications teams, the Senior Manager for State Legislative and Regulatory Affairs will be responsible for implementing advocacy strategies to secure adoption and implementation of oil, gas and climate policies in Pennsylvania, New Mexico, Colorado and Texas.
This work will focus on the creation of high impact strategies, managing advocacy efforts, engaging policymakers, assisting with policy development, supporting community allies, and collaborating with internal and external partners, with an emphasis on improving outcomes for communities disproportionately harmed by oil and gas pollution.
This person will join a small policy team and become an essential part of advancing Earthworks’ policy agenda before state legislatures, state regulators, Governors, allied organizations, and the public. Location for this position is remote, but preference will be given to Pennsylvania, New Mexico, Colorado or Texas. Some travel will be required when air travel and in-person meetings can safely resume.

CORE RESPONSIBILITIES
- Working with Earthworks field team, policy team and lobbyists, help develop advocacy campaigns to secure strong legislative and regulatory outcomes in Earthworks key states, with an emphasis on policy outcomes that uplift communities most disproportionately harmed by oil and gas pollution.
- Leverage Earthworks deep knowledge in the field, community organizing, grassroots partners, Optical Gas Imaging and policy expertise to advance equitable and effective outcomes to limit oil and gas extraction, protect public health, and advance state climate roadmaps away from fossil fuels.
- Oversee Earthworks legislative and regulatory advocacy strategies in Pennsylvania, Colorado, New Mexico and Texas.
- Work with Earthworks field team to ensure that frontline community voices are represented in key state legislative and regulatory policy making, including rulemakings, the legislative session, and discussions around state climate goals.
- Work with Earthworks field team to strategically use fieldwork and Optical Gas Imaging for state policy goals.
- Manage Earthworks in-state part-time lobbyists and consultants. Ensure that they are supported, and strong systems exist for team communications to manage Earthworks advocacy efforts during legislative sessions.
- Develop and maintain key relationships with internal and external stakeholders including state officials and staff, legislators, national, state and local NGOs.
- Evaluate and analyze legislation and regulations. Research and create fact sheets, talking points and other outreach and advocacy materials as needed.
- Represent Earthworks with the media where appropriate
SKILLS AND QUALIFICATIONS
- At least 7 years of policy experience preferred, ideally at the state level.
- Desire to craft climate policy solutions that advance equity, targeting benefits to communities disproportionately impacted by harmful oil and gas air pollution and the climate crisis.
- Track record working successfully on policy advocacy campaigns, including legislative and regulatory campaigns that advance justice and equity.
- Experience working with elected officials, including an understanding of the legislative process.
- Experience working with regulators and state agencies.
- Ability to evaluate and analyze legislation and regulations.
- Experience working collaboratively within diverse and inclusive coalitions.
- Commitment to anti-racism and intersectionality, with a track record of developing and facilitating equitable policy solutions, as well as a commitment to equity, inclusion and justice as organizational practice and culture.
- Excellent analytical, writing, and oral communication skills, as well as the ability to work with a team and independently.
- Strong problem-solving skills, and the ability to handle multiple issues, projects, and deadlines.
BENEFITS AND SALARY
The salary for this position is competitive for small to medium non-profits, ranging from $78K-88K depending on experience. Benefits include full health and dental coverage for the employee and their partner/family (plus a partially employer funded HSA), paid vacation, and a retirement plan with an employer match, after one year. Additionally, after 7 years, staff are eligible for a 3 month, fully paid sabbatical.
