Full-Time Senior Level HR Business Partner – Employee Relations
Job Description
The Department of Executive Services (DES) has an exciting opportunity for a Career Service Senior Level HR Business Partner focused on employee relations. This position provides strategic consultation services to managers, supervisors and staff to the DES Shared Services agencies.
Our successful candidate will be primarily responsible for conducting investigations, coaching and guiding leadership on employee engagement, performance management, labor contract administration and workforce planning. To be considered for this opportunity, you must at a minimum, demonstrate the knowledge, skill, and ability to:
- Investigate. Conduct and investigate employee complaints. Conduct effective, thorough, and objective investigations. Write investigative reports, and present findings and recommendations to management.
- Coaching. Provide management coaching, guidance and advice to build leadership capabilities to address and resolve employee issues, performance management, workplace policy application, investigation techniques, union contract compliance and enhance employee engagement.
- Consultation. Routinely consult on and/or facilitate the resolution of employee and labor related issues by working with managers, supervisors, employees, and union representatives.
- Document. Prepare written responses to the EEOC and similar state and local regulatory agencies regarding allegations of discrimination, harassment, and/or retaliation.
- Collaborate. Work collaboratively with other human resource professionals and leaders in the department to deliver outcomes that further organizational health commitments, and are equitable, defensible and provide the best outcome for the agency. Consult with the King County Prosecuting Attorney’s Office.
- Liaison. Manage the day-to-day administration and interpretation of labor agreements. Serve as a liaison with labor negotiators and union partners. Manage grievances and provide support in arbitration and/or mediation proceedings. Conduct Labor Management Committee (LMC) meetings.
- Process Improvement. Provide input and enhancements to HR’s practices and processes by contributing innovative ideas and recommending efficiencies.
- Serve in the absence of the HR manager.
WE ARE LOOKING FOR CANDIDATES WHO:
- Have relevant field and professional-level employee relations experience in a unionized environment or any equivalent combination of education, experience, and/or skills sufficient to perform the job duties.
- Are advanced in interpersonal skills and the ability to work effectively with all members of the Department, in a collaborative team environment.
- Talented and experienced providing proactive strategic coaching and guidance on employee engagement, issue management, employment laws, and HR policies, and procedures.
- Have strong presentation, facilitation, consensus-building and conflict resolution skills.
- Have knowledge of grievance, arbitration, and mediation proceedings.
- Have knowledge of employment-related laws, labor contracts and regulations.
- Are analytical, great at planning, and excel in problem-solving skills.
- Are strong and diverse communicators.
- Have a strong and proven commitment to the principles of equity and social justice.
- Are able to work daily in a fast-paced environment with multiple competing priorities and sensitive situations.
- Are proficient in commonly used MS Office applications.

Work Schedule: The work week is normally 40 hours, Monday through Friday. Alternative work schedules may be possible. This position is exempt from the provisions of the Fair Labor Standards Act, and therefore is not eligible for overtime pay.
