Introduction

The Talent Acquisition team in the People Services and Strategies department is looking for a talented classification and compensation analyst. The ideal candidate will demonstrate the ability to adapt to changing priorities while managing a high-volume of core work and ad hoc requests and able to work independently and as a part of a team, while practicing discretion with confidential information.

This high-touch position engages with internal customers at all levels and across all parts of the SMUD. This position will work on a team that develops and implements tailored human resources processes to deliver strategic business objectives and outcome. As a member of the People Services & Strategic leadership team, this position helps ensure delivery of the department vision:

Purpose

Provides advanced professional analytical support, leadership, and consulting services to business units involved in the planning, development, implementation and administration of human resources processes, programs and initiatives; performs difficult technical personnel staff assignments in one or more of the following areas: Recruitment & Selection, Classification & Compensation, Benefits Administration, Fair Employment, Corporate Learning & Development, Policy & Procedures, and/or Worker’s Compensation; ensures that assigned human resource program results support SMUD’s strategic objectives and comply with applicable SMUD, federal, state and local laws, rules, regulations and MOU requirements; may lead and/or supervise professional and non-professional staff involved in assigned HR specialty area(s).

Nature and Scope: Serves as an advanced journey level resource in a relevant professional discipline; works independently on projects of moderate complexity; exercises independent judgment and discretion; may serve in a
Lead role and assist in planning, coordinating, prioritizing, monitoring and evaluating the work results in assigned area and in selecting, training, motivating, evaluating and developing lower-level personnel. Positions at this level provide expertise and consulting services in areas for which there are fewer guidelines or precedents on which to base work decisions. Assignments are performed with minimal direction and work is typically subject to review in terms of adherence to policy and general soundness rather than the specific work steps and methods employed.

Major Duties & Responsibilities

  • Serves as a technical and subject matter expert in assigned HR disciplines; responds to information requests, inquiries, litigations, arbitrations and other queries associated with HR programs and services.
  • Provides advice, analysis, interpretation and assistance to internal and external customers and clients on complex and confidential HR questions, issues, policies, practices, requirements and services.
  • Establishes and maintains work plans in coordination with clients; creates work schedules, provides ongoing status updates, and documents work activities and results; modifies work plans as needed and effectively communicates such changes to clients.
  • Assumes a leadership role for project planning; develops program strategies and schedules, determines and allocates resources in support of project goals.
  • Directs and oversees the work of staff or a work team in accomplishing daily work tasks and assignments; provides guidance on work methods and standards; inspects completed work for compliance with established work standards and processes.
  • Formally evaluates the performance of assigned staff; completes and signs performance evaluations and recommends merit increases and promotions
  • Reviews and provides reports on status of ongoing and completed work assignments and projects; provides recommendations and ideas for increasing operational effectiveness/efficiency.
  • Provides expert opinion on the organizational impact of legislation involving fair employment issues by analyzing and preparing related recommendations.
  • Develops, prepares, monitors and disseminates SMUD’s Affirmative Action plan and goals by preparing Affirmative Action reports, such as workforce utilization analyses; makes appropriate recommendations on changes needed within the organization.
  • Manages employee health benefits; recommends competitive benefit packages and develops strategies to contain medical and other benefit costs.
  • Administers health plans, pension plan, deferred compensation plans, EAP, and employee convenience options; administers child care center contract, child care tuition assistance and wellness center contract.
  • Conducts open enrollment and new employee orientations; responds to employee benefit inquiries and requests.
  • Provides specialized wellness programs, educational health seminars and educational initiatives.
  • Develops effective pay and classification programs to attract, retain and motivate employees.
  • Designs, develops, implements, administers and maintains position classification system; conducts job studies and makes recommendations on changes or new jobs.
  • Administers compensation system; designs, develops, implements, administers and maintains base and variable pay systems.
  • Maintains employee and position data and reporting requirements.
  • Coordinates SMUD wide training efforts and leads corporate learning strategy initiatives; recommends, administers, delivers and reports on SMUD-wide mandatory training efforts; establishes training delivery standards and provides instructor training; assesses effectiveness of learning and development programs and services.
  • Manages employee training record systems and communicates intranet training schedules, registration, and the dissemination of general training information
  • Participates in employee career development and outreach activities.
  • Participates on SMUD Training Committees and serves as subject matter expert.
  • Partners with business units to develop workforce planning strategies; develops recruiting channels and community partnerships and participates in job fairs; conducts community outreach events; advertises vacancies and recruit applicants.
  • Performs job analyses and ensures selection processes comply with legal requirements; establishes and maintains certification, rehire and reinstatement lists.

Minimum Qualifications

Education: A Bachelor’s degree from an accredited college or university with major course work in human resources, business, psychology/behavioral science or other relevant discipline or equivalent experience. 9 years of related experience required without a degree.

Experience: Five (5+) or more years of progressively responsible professional/technical work experience leading, developing, implementing and/or administering one or more comprehensive people service programs and processes.

Knowledge of: Principles and techniques of planning, developing, implementing and administering human resources programs; methods and techniques to interpret and apply federal, state and local laws, codes, regulations, ordinances and standards relating to human resources activities; SMUD policies, rules and procedures as related to human resources; principles and practices of human resources methods, policies, procedures, processes and programs; principles of supervision and management; principles and techniques of project management, including cost control and project scheduling; principles, procedures and practices related to benefit and insurance programs and risk treatment; principles, procedures and practices related to job classification, job evaluation and job analysis; principles of recruitment and selection; training and presentation in training curriculums; Fair Employment, EEO and Affirmative Action systems; investigative, survey, facilitation and mediation methods and techniques; EEO, Affirmative Action and Fair Employment reporting requirements and standards; methods and techniques for report preparation and writing; standard operating procedures for modern office equipment including a computer and applicable software; English grammar, punctuation and vocabulary standards.

Skill to: Plan, organize, guide, lead and coach a multidisciplinary team; plan, develop, implement and administer human resources programs and processes; work closely with a diverse staff and to deal with sensitive issues, maintaining continuous tact and diplomacy in order to obtain results most favorable to both parties; effectively manage projects and programs; interpret and explain complex regulations, practices, procedures and/or processes; develop strategies associated with human resources processes; analyze, interpret and document Human Resources standards, policies, procedures, processes and programs; understand and interpret laws, regulations, MOUs and other agreements; evaluate employee benefit programs; understand and explain insurance policies; evaluate proposed legislation affecting SMUD insurance and retirement programs; apply risk management principles; apply and implement job classification, job evaluation, job analysis, recruitment, selection and performance evaluation system functions; identify and assess training needs; interpret, evaluate, apply and implement EEO/Fair Employment legislation; conduct EEO/Fair Employment investigation techniques and practices; facilitate or mediate resolution of disputes; write and prepare clear and concise reports policies, procedures, and documents create, develop and conduct presentations to management, employees and the public; manage multiple tasks and complete assignments accurately and on schedule; operate office equipment including computers and supporting word processing, spreadsheet, and database applications; communicate effectively orally and in writing internally/externally; establish and maintain effective working relationships.

Desirable Qualifications

  • Certification in Human Resource function(s), i.e., CCP, IPMA-CS, SHRM, CPS or equivalent.
  • Lead experience in a functional Human Resources role.
