Job Title: Senior HR Manager

Salary: FTE $103,000 to $128,750 annually (at 40 hours/week)

Hours: 32–40 hours per week 

FLSA status: Exempt

Location: San Francisco Office. Eligible for telecommuting.

The Asian Americans for Civil Rights and Equality (AACRE) network was launched in 2014 to focus on long-term movement building, capacity infrastructure, and leadership support for Asian Americans committed to social justice. There are currently 11 partnering member groups with unique strengths. Position Overview 

The position has the following primary roles and responsibilities:

Lead and direct recruiting, hiring, benefits administration, resolving employee issues and concerns, overseeing updates and changes to onboarding and offboarding processes, and developing and implementing organizational HR policies and practices.

Provide strategic thinking and planning to lead, oversee, and own HR projects independently, while engaging cross departmental stakeholders and decision-makers within Finance, IT, Programs, and Executive Leadership at multiple AACRE Groups. Success in this role requires a high level of technical expertise in Human Resources, staying up to date with the changing HR field and employment laws, being proactive in learning how shifts in local, state, and national regulations impact AACRE and our staff, and leadership skills to research, develop, implement, and manage projects and consultants. 

The Senior Human Resources Manager reports to the Managing Director of HR & People Support and is an exempt position. This position is based at the Chinese for Affirmative Action office in San Francisco, and is eligible for telecommuting.

Areas of Responsibility 

Benefits Administration

  • Administer employee benefits plans, including employee health benefits, paid time off, leaves of absence, and employee retirement plan
  • Serve as primary administrator for Ease, download reports for multiple AACRE Capacity Departments and staff (e.g. payroll deduction reports), and oversee data entry to ensure accuracy of information
  • Serve as primary point of contact for all benefits related questions, vendor contact, and major plan changes as they relate to complex HR matters or renewals
  • Lead on ensuring accurate PTO and Leave of Absences connected to each employee 
  • Lead the updates and implementation of HR policies and processes in alignment with local and state laws that include, but are not limited to, sick leave, short-term disability, Paid Family Leave, Family Medical Leave, and employer sponsored immigration visas and green cards
  • Manage leaves of absence, paid and unpaid, in accordance with local and state laws

Compliance

  • Co-develop strategies and governance priorities, policies, and procedures across all of AACRE HR in partnership with AACRE Managing Director of HR and People Support
  • Lead the resolution of all alerts in the HRIS, including identifying and working with key staff across AACRE IT, Finance, Compliance, and Executive Leadership to implement solutions
  • Ensure HRIS system updates AACRE’s compliance in local, state and federal requirements, in all states where AACRE employees are based
  • Research, update, and write new policies, guidelines, and instructions regarding benefits, pay, time off, professional development, and all matters related to the employee handbook and employee relations
  • Engage with employment counsel on legal compliance and personnel matters as-needed

People & Employee Relations

  • Act as first point of contact to help management and staff understand employee handbook policies, procedures, and various aspects of the employee life cycle including time tracking, compensation, employment, hiring, professional development policies, and legal questions
  • In addition to educating on policy, provide guidance and support to employees, recommending solutions consistent with HR best practices.
  • Implement administrative portions of discipline and termination of employees in accordance with organizational policies
  • Co-develop and co-lead staff trainings with MD of HR & People Support on HR related topics (benefits, payroll, new platform training) to provide opportunities for feedback, questions, and employee engagement
  • Lead on investigations and grievances, and oversee consultants or other staff who are supporting in these processes 
  • Project management of union relations and communications.
  • Co-lead implementation of compensation and total rewards programs annually with the Managing Director of HR & People Support.

Recruiting, Hiring, Onboarding, and Offboarding

  • Support posting positions, recruiting, screening, coordinating panels and interviews for key initiatives in the AACRE network including AACRE Capacity & Programs, Chinese for Affirmative Action, and Stop AAPI Hate 
  • Lead on creating and updating an HR Department standard operating procedure manual to guide HR admin implementation details for current and future staff
  • Ensure job descriptions are up-to-date and compliant with all local, state and federal regulations
  • Set up and update a variety of online job placement accounts, and assign and remove licenses to other recruiting staff as needed
  • Oversee consultants or other staff who are supporting in recruiting and hiring processes

 

Qualifications

  • Minimum of 5+ years of Human Resources work experience with increasing responsibilities. 6+ years of experience preferred.
  • 3+ years of project management experience.
  • 3+ years of supervision experience.
  • Ability to commute to the San Francisco CAA office and travel to other Northern California work-related locations, as needed.
  • PHR, SPHR, SHRM-CP, SHRM-SCP or similar HR certifications preferred.
