Summary

King County – Department of Local Services is looking for a strategiccustomer-focused Senior HR Analyst to join our “rock star” team. As the senior analyst, you will provide collaborative, professional-level, operations-focused Human Resource service delivery to the Department of Local Services.

In this position, your focus will be recruiting for high level leaders and developing and executing innovative strategies to source for competitive, diverse candidates for our department leadership positions. You will also provide strategic consultation to senior leadership regarding their hiring needs. You will oversee and lead leave administration for the department and will handle any leaves that involve Disability Services and/or PAO’s office. You will partner with HR Team members to lead process improvements for HR processes within the department.

ABOUT THE DEPARTMENT  
King County is the local service provider for the roughly quarter-million people who live in the unincorporated areas of the county. Taken together, the population in unincorporated King County would be the second-largest city in the state. The Department of Local Services includes a Director’s Office and the Road Services and Permitting Divisions. The Director’s Office includes a robust Community Service Area group focused on identifying and responding to the needs of urban and rural unincorporated King County residents and businesses. The department provides a single executive point of accountability for delivery of local services to all the unincorporated areas.

 

Job Duties

Applying equity and social justice principles is a daily responsibility and a foundational expectation for all King County employees. In this role, you will apply equity and social justice principles that exemplify shared values, behaviors, and practices to all aspects of the work.

  • Manage and perform full-cycle recruitment processesfor a variety of senior level positions. Partner with hiring managers and internal customers to identify position requirements and understand hiring needs.
  • Educate and train leaderson processes and practices for identifying, attracting, assessing, and closing qualified, diverse talent.
  • Promote King Countyas an Employer of Choice. Generate diverse applicant pools in support of Equity and Social Justice GoalsEngage with and source applicants. Leverage and optimize all available tools including internal and external networks, social media, job boards, direct sourcing, community contacts, and personal networking events.  Manage the candidate relationship from beginning to end.
  • Oversee Leave Administration for all types of leaves including the approval process, documentation, and tracking in HR systems. Will be the leaves expert for the department.
  • Act as a system administrator for PeopleSoft HCM and other software programs by being the managing data, creating reports and solving moderate to complex technical problems related to the systems.
  • Gather and report on crucial recruitment metrics.
  • Plan, develop,and deliver HR Management programs, projects and trainings.
  • Support and/or conduct workplace investigations.
  • Other duties as assigned.

Experience, Qualifications, Knowledge, Skills

Minimum Qualifications:

  • Are experienced inmanaging full-cycle recruitment for senior level positions including providing consultative advice to hiring managers OR any combination of education and experience necessary to perform the scope of job duties.
  • Are experienced in overseeing leave administration for all leave types and being the leave expert and able to handle complicated leaves that involve Disability Services and the PAO’s office.
  • Have experience in developing and implementing screening and examination techniques to broaden our applicant pools; prepare candidates for interviews – reviewing culture, organization structure, job description, competencies, and expectations.
  • Havea genuine collaborative and consultative style in their approach to their work, understands the importance of building effective relationships with hiring managers, team members, customers, and candidates.
  • Haveexcellent interpersonal skills and who is very politically savvy; comfortable providing advice and consultation to senior leaders.
  • Canprioritize and handle multiple tasks and deadlines in a fast-paced and demanding environment.
  • Haveeffective communication skills and can use tact and diplomacy in all situations.
  • Areskilled and comfortable using a variety of technology, including; office productivity suite, IPads and applicant tracking systems, SharePoint, and other internet-based tools in their daily work (The county uses Microsoft Office, NEOGOV, and PeopleSoft).

Supplemental Information

Those applicants who pass the initial screening will be invited to participate in a Phone Interview on Friday, December 15, 2023.

 

Second interview will be held on Friday, December 22, 2023.

WORK SCHEDULE:

The work week is normally Monday through Friday, 8:00 a.m. to 5:00 p.m., but may at times require work outside of normal business hours. This position is exempt and is not overtime eligible.

Teleworking Requirement

This is a hybrid position. The work associated with this position will be performed by teleworking, onsite work, and meetings. The responsibilities of this position will include regular and ongoing in-office work.

 

Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

 

Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours.
