Full-Time Senior Enterprise Asset Management System Administrator – $60K-$130K – SENIO002098

Job Description

Salary range is $60k to $130k, with a midpoint of $95k.  New hires typically receive between minimum and midpoint, however, we may go slightly higher based on experience, internal equity and market.

GENERAL PURPOSE:

The Senior Enterprise Asset Management System (EAMS) Administrator works with the Operations department to align technology solutions with business strategies. Responsible for the implementation of data into the EAMS. This position administers the EAMS (currently Trapeze EAM – formerly called Assetworks) by loading and maintaining assets, components, parts, and associated maintenance codes, classes and PM schedules, defining roles and permissions, creating and defining front end user access, analyzing, coordinating and testing patch and version updates, creating and managing reports on multiple platforms, managing peripheral automations in MaxQueue, and direct customer & system support including answering individual questions and troubleshooting all system problems. Ensures that the EAMS is working properly, and that all departmental work flows meet system requirements. Utilizes technical skills, works as a liaison between Operations, FIT, other Agency departments and business users to develop requirements for technical processes. Develops and implements plans for the execution of training, testing/QA, system expansion, and process improvements.

ESSENTIAL FUNCTIONS:

The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

• Responsible for ensuring that the Enterprise Asset Management System (EAMS) provides the means for tracking of all assets across the Agency, including Link light rail, Sounder commuter rail, ST Express bus, facilities, non-revenue fleet, Transit Systems, I.T. and public art assets.

• Responsible to implement business owner provided data including taxonomy, inventory, preventative maintenance checklists and schedules, Estimated Useful Life (EUL), in-service dates, out-of-service dates, condition assessment, lifecycle cost and schedule planning, capital planning, project planning, root-cause-analysis.

• Maintains the Enterprise Asset Management System (EAMS) for data integrity and integration with the financial system.

• Administers and oversees the EAMS for all system users and performs EAMS troubleshooting.

• Leads internal work teams, task forces and consultants in resolving EAMS problems and identifies requirements and enhancement opportunities.

• Designs, reviews, and analyzes, EAMS reports utilizing various report writing software.  Prepares routine reports; and analyzes trends and recommends adjustments to address and/or capitalize on trends.

• Develops training materials, and trains system users.

• Proactively assists with the identification of training and development requirements for Agency EAMS users. Works with Operations personnel and others as needed to design and implement training and development initiatives that will continuously upgrade the skills and capabilities of staff.

• Develops technical specifications for system upgrades and changes with coordination from the IT Department and Agency consultants.

• Performs field and acceptance tests to system upgrades, patches, and new modules before implementation and production, and conducts proper training to all EAMS users.

• Builds and tests queries for internal and external auditors and public disclosure requests.

• Develops and implements policies, procedures, and process changes required for successful EAMS performance across Sound Transit.

• Monitors and evaluates EAMS performance to ensure alignment with Sound Transit’s strategic goals and applicable rules and regulations.

• It is the responsibility of all employees to follow the Agency safety rules, regulations, and procedures pertaining to their assigned duties and responsibilities, which could include systems, operations, and/or other employees.

• It is the responsibility of all employees to integrate sustainability into everyday business practices.

MINIMUM QUALIFICATIONS:

Education and Experience:

Bachelor’s Degree in IT, finance, or closely related field and a minimum of four years of experience working with an EAMS such as Trapeze EAM or Assetworks, in the area of application administration, along with five years of experience in business analysis which includes designing and documenting detailed process flows, proficiency in Excel and other MS Office Suite programs, and performing quality assessment and assurance functions; OR an equivalent combination of education and experience.

Preferred Qualifications:

• Knowledge of the Trapeze EAM (Enterprise Asset Management) or Assetworks/FA Suite.

• Experience in business process management, application training and training material development, structured application testing methodologies, and developing and building custom reports and/or dashboards.

Required Licenses or Certifications:

None.

Required Knowledge of:

• Transit Industry maintenance principles and practices.

• Functional understanding of databases and how to utilize them for reporting.

• Various writing software, such as Crystal Reports.

• Pertinent state and federal regulations; Agency policies, procedures, rules and regulations.

• Management reporting requirements.

• Principles and procedures of record keeping.

• Project management techniques and principles, including quality assessment and assurance.

• Report preparation and presentation.

• Modern office procedures, methods, and equipment including computers.

• Understanding of SQL-based business applications to understand Assetworks and related systems.

• Understanding of overall SharePoint functionality and experience with team site development.

Required Skills:

• Utilizing personal computer software programs affecting assigned work.

• Establishing and maintaining effective working relationships with other department staff, management, vendors, outside agencies, community groups and the general public.

• Interpreting and administering policies and procedures sufficient to administer, discuss, resolve, and explain them to staff and other constituencies.

• Performing business process analysis.

• Understanding and interpreting end user requirements.

• Developing quality control techniques related to final product completion.

• Planning, implementing, completing, and reporting on progress, reviews, and end results.

• Using professional and/or technical concepts to perform assigned duties and solve problems.

• Managing multiple tasks, setting objectives/goals, and re-prioritize work to meet changing deadlines and priorities.

• Responding to inquiries and in effective oral and written communication.

Physical Demands / Work Environment:

• Work is performed in a standard office environment.

• Subject to standing, walking, bending, reaching, stooping, and lifting of objects up to 25 pounds.
