Full-Time Senior Engineer

Job Description

What Success Looks Like In This Job

The CIP Division oversees the design, bidding and award of our CIP projects. Our CIP contains several exciting and challenging projects including large roadway segments with new bridges, roundabouts, and roads, pedestrian and bicycle improvements, active transportation enhancements, complete streets, and drainage projects.

The selected candidate will have experience in a variety of professional engineering assignments in design development and delivery of public works infrastructure projects, requiring expertise in multiple civil engineering-related functions; knowledge of project development, principles and practices of planning, design, and construction as applied to public works projects; is experienced with processes and procedures associated with federal and state funding requirements, and applicable federal and state laws and standards governing construction of public works projects; and the ability to develop and manage public works consultant contracts. This position requires experience working on infrastructure design, including developing and reviewing construction plans, specifications, and engineer’s cost estimates. Ability to prepare grant applications; utility relocation and development; and experience developing or overseeing public outreach plans for capital projects is highly desirable.

 

Examples of Duties for Success

 

  • Provides oversight to consultant engineers in the development of plans and specifications, studies, and reports; reviews plans, specifications, contract documents and other reports and documents prepared by consultants, to ensure compliance with applicable codes, policies and procedures.
  • Prepare requests for proposals and participate in selecting consultants for assigned projects.
  • Develops, plans, and estimates work for the construction of public works projects; assists in solution of difficult problems; interprets specifications and County policy.
  • Plans, prioritizes, assigns, and reviews the work of staff involved in a variety of public works projects, studies, minor projects and/or programs.
  • Initiates and conducts engineering planning studies to identify public works facilities; reviews and participates in the preparation of environmental assessments and studies; reviews and prepares periodic project status reports.
  • Oversees and reviews plans, specifications, contract documents and other reports and documents to ensure compliance with applicable standards, codes, policies and procedures.
  • Checks computations and specified materials for accuracy and conformance with standards and regulations; reviews and makes recommendations on technical reports and studies.
  • Acts as “engineer in responsible charge” on assigned projects, may approve and sign off on drawings and project documents.
  • Resolve or justify controversial and complex technical problems.
  • Answer questions and provide information to the public; investigate complaints and recommend corrective actions as necessary to resolve complaints.
  • May serve as staff to a variety of County commissions, boards, and committees on public works engineering matters; coordinates engineering related activities with other County departments, divisions, consultants and with outside agencies.
  • May prepares various applications for State and Federal grants; assists in the preparation and administration of budget and capital improvement plans.
  • Conducts meetings and makes presentations to Commissioners, committees, approval agencies, staff and the public for the purpose of providing accurate information, explaining policies, and providing recommendations and/or solutions.
  • Participates in the preparation and development of the program budget; submits budget recommendations; monitors expenditures; and identifies revenue sources to support the program.
  • Builds and maintains positive working relationships with staff, coworkers, other County employees, and the public using principles of good customer service.
  • Performs other related duties and responsibilities as required.

  • Apply principles and practices of civil engineering and administration.
  • Maintain up to date knowledge of pertinent Federal, state, and local laws, codes, and regulations including civil engineering laws and regulations.
  • Apply principles and practices of roadway and drainage system design.
  • Utilize terminology, methods, practices, and techniques used in technical civil engineering report preparation.
  • Apply principles and practices of budget preparation and control.
  • Maintain up to date knowledge of recent developments, current literature, and sources of information regarding civil engineering.
  • Manage large and complex engineering projects, including the ability to manage multiple projects and priorities.
  • Ensure project compliance with appropriate Federal, state, and local rules, laws, and regulations.
  • Conduct comprehensive engineering studies and develop appropriate recommendations.
  • Prepare and maintain technical civil engineering records and prepare comprehensive reports.
  • Develop, review and modify civil engineering plans, designs, and specifications.
  • Exercise professional engineering judgment to achieve results consistent with objectives.
  • Communicate clearly and concisely, both orally and in writing.
  • Establish, maintain, and foster positive and harmonious working relationships with those contacted in the course of work.

 

 

More Qualifications for Success

Education and Training: Bachelor’s degree in civil engineering from an accredited college or university.
Experience: Minimum of ten (10) years of increasingly responsible professional civil engineering experience.
License or Certificate: 

  • Current registration as a Professional Engineer (PE) in the State of Colorado is required.
  • Registration as a Certified Floodplain Manager preferred.
  • Must possess, or have the ability to obtain, a valid Colorado Driver’s License

Background Check: Must pass a criminal background check.
