Full-Time Senior Compliance Specialist – Air Quality (California and Oregon Focused)

Job Description

GeoEngineers is seeking a Senior Compliance Specialist with a focus in air quality with experience in California and Oregon regulatory environments. This role will perform environmental compliance related functions focused on air quality including leading and executing air compliance and permitting projects, preparation of emissions inventories, and air dispersion modeling. Experience with greenhouse gas emissions reporting, climate action plan development, and environmental and social governance (ESG) is a plus. The ideal candidate will have a proven track record with regulatory work within California air districts; including but not limited to the SCAQMD, BAAQMD, SJVAPCD, and SDAPCD; as well as state (CARB) and federal (EPA) regulatory frameworks. Expertise with Oregon and Washington air quality regulatory frameworks is also desirable. Your job will require regular interaction with clients and potential future clients to discuss air compliance needs as well as interaction with regulatory agencies. Experience in leading or mentoring team members in an air quality discipline is a plus. Your role will also include business development activities including the preparation of proposals and development of client relationships.
Essential Duties and Responsibilities 

  • Perform air quality permitting and compliance activities within California, Oregon, Washington, and at the federal level.
  • Prepare emissions inventories.
  • Prepare compliance reports.
  • Review deliverables from junior and mid-level employees such as permit applications, calculations, analyses, and reports. Mentors junior staff relative to technical skills, consulting best practices, and business development.
  • Perform occasional site visits to meet with clients or regulators.
  • Communicate and serve as primary contact with clients and regulatory agencies.
  • Project and task management duties, such as developing scopes of work and budgets, coordination with clients, invoicing, cost control, and contract reviews.
  • Serve as a technical resource for clients and project staff, providing guidance on tasks and projects.
  • Lead business-development activities such as identifying potential new clients, attending conferences or professional association meetings, etc.
  • Prepare proposals, scopes of work, and final deliverables to meet each client’s unique needs.

Qualifications

  • Bachelor’s in Chemical Engineering, Environmental Engineering, or related discipline required.
  • Minimum 8 years of experience in environmental compliance or related professional experience.
  • Strong knowledge of California, Oregon, Washington, and federal air quality regulations.
  • Experience with greenhouse gas inventory development, ESG, and atmospheric dispersion modeling using AERMOD and HARP is desirable.
  • Strong project management and technical environmental skillset.
  • Ability to consistently meet tight deadlines in a fast-paced work environment.
  • Works well independently and collaboratively as part of project teams and the Geoengineers’ environmental group.
  • Professional-level verbal and written communication skills.
  • Valid driver’s license.

Physical Requirements/Work Environment

  • All employees are subject to completing a background check, reference check, pre-employment physicals, and drug/alcohol testing.
  • Normal office environment with moderate noise levels, occasional lifting of up to 25 lbs.
  • Able to perform consistent work on a PC.
  • Ability to travel for short-term assignments or site visits as needed.
  • All employees are responsible for conducting their work in a safe manner. This includes identifying potential safety hazards and reporting them to the designated project manager in a timely manner and participating in project safety briefings. This also includes wearing appropriate safety equipment when working in the field and completing all required health & safety training prior to beginning fieldwork.

Our best estimate of the salary range for this position, located in San Diego CA is $120,400-$169,700. Our best estimate of the salary range for this position, located in Lake Oswego OR is $114,400-$161,200. Compensation offered will be based on a variety of individual factors, including education and experience, as well as internal equity. GeoEngineers’ salary ranges are reviewed and updated each year and employees are eligible for pay increases based on individual performance. As part of our competitive total rewards package, employees in this role may also be eligible for our annual year-end bonus offering, subject to program eligibility requirements.
