Full-Time Senior Analyst: MMPA Support Services-Vessel Strike Reduction
Job Description
Ocean Associates, Inc. (OAI) is seeking a candidate to provide support to the NOAA’s National Marine Fisheries Service (NMFS), Office of Protected Resources (OPR) in Silver Spring MD. OAI supplies personnel support services on contract to government and industry clients for marine fisheries and protected species. The employee will assist with the implementation of innovative technologies to reduce vessel strike risk to large whales. This is a full-time position based on 40 hrs./week with generous employee benefits. Hourly rate is commensurate with experience. The positions need to be filled as soon as possible.
Duties:
- Provide programmatic and administrative support for transforming OPR’s North Atlantic right whale vessel strike program to advance implementation of technologies.
- Provide guidance, assistance, administrative oversight and evaluation for innovative grant proposals.
- Prepare timely and accurate reporting materials to track grants, projects implementation, and Inflation Reduction Act (IRA) funding execution.
- Compile information in agency records, scientific literature, and other applicable information to identify new and existing technologies that could be used or modified to detect and avoid whales to reduce strikes.
- Assist with taskers, roll-outs, congressional inquiries, and controlled correspondence. Write and edit concise documents, briefs, technical correspondence, Federal Register notices, and reports.
- Communicate and collaborate as needed with staff across Headquarters offices, regional offices, and science centers
- Assist with other North Atlantic right whale related tasks as needed
Qualifications:
- Bachelor of Science degree or higher, from an accredited college or university with a major directly related in a field of study.
- Three (3) years of experience in related field to the stated duties or combination of education and experience totaling seven (7) years. Education beyond Bachelor’s degree can be substituted for experience.
- Knowledge of, or background in implementation of Marine Mammal Reduction Act (MMPA).
- Strong technical writing and communication skills.
- Ability to work effectively both individually and collaboratively in a team/group setting.
- Ability to receive constructive feedback and implement appropriate action.

Salary and Benefits: These are full-time positions with benefits. Salary: $33.00 to $37.00 per hour.
