Full-Time Senior Analyst: ESA Support Services – Listing and Recovery

Job Description

Ocean Associates, Inc. (OAI) is seeking a candidate to provide support to the NOAA’s National Marine Fisheries Service (NMFS), Office of Protected Resources (OPR) in Silver Spring MD. OAI supplies personnel support services on contract to government and industry clients for marine fisheries and protected species. The employee will support OPR’s listing and recovery team to ensure consistent application of Endangered Species Act (ESA)) decisions with national guidance and policy. This is a full-time position based on 40 hrs. /week with generous employee benefits. Hourly rate is commensurate with experience. The positions need to be filled as soon as possible.

Duties:

  • Maintain knowledge of the ESA listing and recovery planning process and the rulemaking process.
  • Conduct literature reviews to compile the best available scientific data to conduct status reviews of species to determine whether species should be listed as threatened or endangered, and to determine whether listed species are properly classified as threatened or endangered.
  • Work with the listing team with the Endangered Species Division to issue protective regulations for threatened species.
  • Work with NOAA Office of General Counsel and Department of Commerce General Counsel and other NOAA staff to ensure all steps of the regulatory rulemaking process are properly adhered to.

Qualifications:

  • Bachelor of Science degree or higher, from an accredited college or university with a major directly related in a field of study.
  • Three (3) years of experience in related field to the stated duties or combination of education and experience totaling seven (7) years. Education beyond Bachelor’s degree can be substituted for experience.
  • Knowledge of and experience in implementation of the ESA.
  • Strong technical writing and communication skills.
  • Ability to work effectively both individually and collaboratively in a team/group setting.
  • Ability to receive constructive feedback and implement appropriate action

Salary and Benefits: This is a full-time position with benefits. Salary: $33.00 to $37.00 per hour.
