The Submarine Delivery Agency (SDA) is an Executive Agency of the Ministry of Defence responsible for the procurement, in service support and disposal of the UK’s nuclear submarines. Our work is of unparalleled strategic importance nationally and internationally, ensuring the security of the UK’s continuous at-sea nuclear deterrent, and delivering the most technically complex programmes in Defence. We employ over 1500 people and have an annual spend of c. £3.5 billion.
Job description
We have an exciting vacancy available within The Submarine Delivery Agency (SDA) for an Operations Manager. The successful candidate will take a supporting role within the ILOG discipline to provide robust support across a variety of high value and complex projects and portfolios. Predominantly you will be working on the Future Maritime Support Programme (FMSP).
FMSP is the largest Support Programme ever undertaken by the MOD. The programme is developing and implementing new commercial arrangements with Industry from March 2020. The programme scope includes all aspects of Naval Base Support, Warship and Submarine Engineering. From the beds Royal Navy personnel sleep in, to the Warships and Submarines they serve in, the FMSP will support all of this in every UK Naval Base.
Under the direction of the FMSP leadership team, you will be supporting multiple change initiatives aligned to the implementation of FMSP at HMNB Devonport. This will involve the realisation of the FMSP operating model to initial operating capability, the parallel organisational change in support of FMSP and the creation of associated processes and governance. You will also support activity that facilitates and ensures the successful transition from existing contracts and suppliers to new following their appointment.
Responsibilities
Your responsibilities may include –
• Liaising with and connecting to stakeholders including customers, suppliers and internal teams on specific issues and implement solutions that maximise platform availability for minimum through-life cost, through collaboration with technical and engineering colleagues to meet the requirements agreed in the Command Acquisition Support Plan (CASP).
• Supporting investigations where the required KPIs are not being achieved to the required quality, standard or timescales, and help to identify the issues and take appropriate action.
• Responsibility for supporting the taking of appropriate interest in all aspects of inventory and supply chain management for their platforms or equipment. Proactively balancing supply and demand with Front Line Commands to design and deliver a stable deliverable programme of work as part of the CASP.
• Supporting the development of optimal courses of action, balancing risk and value for money in the development of Business Cases and Investment Appraisals, Review Notes and Information Notes including economic analysis of investment proposals to influence decision making.
• Supporting regular rolling reviews of the teams, customer outcomes and platform capability performances to proactively identify and manage dependencies between projects and their funding/resource requirements.
• Supporting the agreed governance arrangements for the delivery of the service, aligned with iLog best practice and KPI’s.

What you will be assessed against
To be found successful you must demonstrate the following essential criteria:
• Evidence of communicating, influencing and working in collaboration with various stakeholders.
• Evidence of analysing and managing data.
• Experience of working in a delivery environment at an operational level within one of the Operational Management (OM) or associated disciplines (Project Management, Supply Chain Management, Engineering, Technical Through Life Support).
• Qualifications at GCSE level or equivalent, or relevant experience.
It would benefit your application should be able to demonstrate the following desirable criteria:
• Experience of supporting commercial relationships.
• Awareness or achievement of the mandated internal OM Qualification.

About your team
The Integrated Logistics (iLog) Function is the integrating Function for Support within DE&S & SDA, responsible for the development, management and delivery of in-service support for our front-line command customers. The iLog Function consists of around 2,900 personnel, both civil servants and military, and with a wide range of disciplines ranging from operations management and supply chain management, technical through-life support and logistics delivery, to modelling and analysis.
