The Submarine Delivery Agency (SDA) has an exciting opportunity for a Commercial Officer to join their team at HMNB Devonport. In this role, you will have the responsibility of supporting the team in the delivery of a wide range of Commercial outputs and will be involved in areas such as Sourcing, Contract Management and Strategy Plans. You will be joining the Nuclear Infrastructure team which will provide you the platform for continuous improvement, with involvement in high-profile projects across a wide and varied range of Commercial duties, whilst also presenting the opportunity to obtain and increase your knowledge of current and future SDA projects. In doing so, you will be an important member of the SDA Commercial Function.
Responsibilities
The responsibilities of the Commercial Officer include, but are not limited to:
• Determine the appropriate commercial actions for requirements, draft strategy plans, contract management plans and facilitate key aspects of the delivery. Ensure all contracts adhere to EU procurement regulations and Government policy.
• Assist in the portfolio management of Category A – D contracts ensuring contract obligations are met in line with the contract and business requirements.
• Draft Pre-Qualification Questionnaires (PQQ), Invitation To Tender (ITT) and contract documentation in accordance with MOD policy and legislation.
• Negotiate terms and pricing, place and manage contracts and contract amendments up to a maximum delegation of £2.5M in accordance with set guidelines and conditions outlined in the individual’s delegation letter and the MOD policy.
• Support negotiation and contract placement above level of delegation when required and highlight novel and contentious issues to Senior Commercial Officer (SCO) to ensure satisfactory resolution.
• Communicate in a timely manner with a range of internal and external stakeholders including suppliers and Subject Matter Experts.
• Provide support and assistance to commercial enabling teams to assist delivery of SDA projects.
• Contribute to wider Commercial functional and SDA initiatives as required.
What you will be assessed against
To be found successful you must demonstrate the following essential criteria:
• Candidates must have experience working with Customers or Suppliers
• CIPS Level 4 Foundation Diploma (Successful candidates will be expected to work towards CIPS Level 4, if not already held).
• Previous experience of successfully delivering in a contract management or contract sourcing
role
It would benefit your application should you be able to demonstrate the following desirable criteria:
• A background in the defence sector is ideal, but it is not a prerequisite as we welcome applicants from a broad spectrum of industries and sectors.
• Knowledge of MOD principles and policies.
