The Royal Navy’s Submarine Service has operated in the UK’s Nuclear Deterrent every year of every day for nearly 50 years, protecting our nation from the most extreme threats. We are looking to recruit extraordinary people to match this resolve by helping deliver the UK’s next generation of ballistic missile submarines – the Dreadnought Class.

The Submarine Delivery Agency are now enthusiastically looking for a professional and focused engineer to join the team as a Build Safety Assurance Manager. This permanent position will focus on the submarine build programme and in preparation for transition into service.
The role will support the implementation of the design safety case (Pre-Construction Safety Case) and the establishment of a Pre-Commissioning Safety Case and subsequent Operational Safety Case.

Due to the nature of this role and the projects involved, this position is open to SOLE UK NATIONALS ONLY.
Please note that whilst this role is based in Barrow-in-Furness there is some flexibility in the current circumstances for remote working with travel into Barrow HQ.

Working alongside two other team members, as the successful candidate you will lead on the build safety assurance through surveillance, verification and validation to sentence and satisfy functional and system safety requirements.
Applying your methodical forensic judgement you will influence appropriate and cost-effective decisions in respect of the implementation of the design-safety structure
You will be the Point of Principal Focus for engineering changes and associated concessions that may impact or affect the design intent and be a robust team player with effective communication skills in verbal, written and presentation media.

Responsibilities

To provide a primary point of focus for the safety assurance aspects that support the build, test and commissioning of the Dreadnought-Class, ballistic missile submarine.
Reporting directly to the Dreadnought Alliance, Deputy Chief Engineer DCE (Safety & Environment), the Build Safety Assurance Manager will:

• Provide the Approving Authority interface to the Propulsion/Build Integration Committee (PIC/BIC), as well as supporting the Federated Safety Working Group (FSWG) and the Project Safety Committee (PSC).
• Attend systems and area integration reviews
• Attend concessions forums
• Attend the test group forums; and periodically attend the Alliance Legislation Committee
• Be the point of Principal Focus for safety during, integration, build and testing in support the overall contribution to the safety structure, not limited to the following:
Key Safety Function Leads (KSFL), Managers (KSFM) and Owners (KSFO) / Engineering System Owners (ESO ); Build, integration and operations personnel.
• Ensure the appropriateness of concessions and maintenance of the intent of the engineering design for systems that support fundamental and key safety functions.
• Provide oversight of specifications, plans and schedules for prototype and production testing of components, equipment and systems at suppliers’ sites as the representative of the Approving Authority advising upon changes or escalating issues as required.
• Attending suppliers’ site offices to witness prototype and production testing of components, equipment and systems as the representative of the Approving Authority advising upon changes or escalating issues as required.
• Ensure that system and functional safety requirements are appropriately sentenced through suppliers and the appropriate shipbuilders test group documentation.
• Ensure that system and functional safety requirements are satisfied through active testing at suppliers’ sites and through installed trials by the appropriate shipbuilder’s test group.
• Establish and maintain working relationships, effective and regular communication with the Principal Naval Overseer and the Platform and Secondary Propulsion Change Management Committees, Ships Staff.

In addition, Secondary Responsibilities may include:

• Reviewing shipbuilder build related safety artefacts and documentation and supporting DDCE S&E Approving Authority in strategic decision-making.
• Co-ordinating and organising with the PNO, quality assurance reviews and audits upon shipbuilders build processes, if required.
• Investigate, advise and resolve integration issues which may directly or indirectly impact upon fundamental and key safety functions.
• Compile detailed technical reports, memos and other technical documentation.

Essential Qualities and Qualifications for the role:
•Hold an Engineering degree or similar Level 5 qualification in a science subject, alternatively relevant expertise achieved through alternative industrial experience may be considered
• Be a member or a fellow of a recognised engineering institution
• Accredited by the Engineering Council for professional experience and academic qualifications as a Chartered Engineer or alternatively as an Incorporated Engineer
• Maintain Nuclear Suitably Qualified and Experienced Person (NSQEP) accreditation or present as a suitably knowledgeable and experienced candidate to achieve accreditation.
• Experience in the design, build/installation, test and commissioning of systems within nuclear submarines or surface ships, that may be established from either a military service or a shipbuilding background
• A rounded knowledge and practical experience of the principles of systems and functional safety within a marine environment and the contribution to the staged safety structure
• Maintain detailed understanding of the engineering contributions of and the interfaces between each of the Key Safety Functions
• Maintain a sound understanding of marine engineering, principles, policies and procedures
• Maintain an understanding of the principal build processes and have experience of Quality Assurance of the build processes including organisation and active participation in audit
• Maintain an understanding of the build sequencing

It would be advantageous if the candidate held the following:
• A recognised qualification in a safety engineering subject, alternatively relevant expertise achieved from other industry may be considered
• A recognised qualification in an engineering management subject, alternatively relevant expertise achieved from other industry may be considered.
This role offers successful applicants the following:
External Applicants: First Appointment Expenses up to a limit of £8,000
Internal Applicants: Internal candidates will be eligible for relocation expenses up to a limit of £10,000.
