(Independent contractors and firms)

Project Length
Ongoing throughout 2025, as needed. Any hours given in a scope of work are an estimate, and MoveOn does not guarantee a specific number of hours to its contractors.
Project Overview
MoveOn is looking to establish Master Service Agreements (MSAs) with at least one contractor who can provide on-demand support throughout the year and step in during high-demand or low-capacity times. The contractor(s) will step in as needed to assist with process-driven tasks that require minimal organizational knowledge, enabling our staff to pivot to complete more nuanced tasks that require more institutional knowledge.
Additionally, the operations team plans to implement several improvement projects in 2025 aimed at increasing efficiency, improving equity, and ensuring compliance. Contractors may assist directly with these projects or take over routine, ongoing tasks to allow staff to lead and implement these improvements effectively.
Hours will fluctuate throughout the year, with an estimated range of 5 hours per week during lower-demand periods to 20+ hours per week during high-demand periods.
To ensure flexibility for both MoveOn and our contractors, we may engage multiple individuals or firms to meet our varying needs effectively.

We are looking for contractors with experience in finance or business operations, though some tasks can be learned with limited prior experience. Importantly, we value:

Scope of Work
Contractors may assist with a variety of tasks, including:
- Organizing systems and folders.
- Creating Standard Operating Procedures (SOPs), instructions, and guides for existing processes.
- Processing contracts.
- Assisting with Accounts Payable (AP) processes.
- Reviewing credit card expenses.
- Managing contracts and grant tracking.
- Pulling financial and business operations reports.
- Following up with staff to ensure administrative tasks are completed.
- Thinking through and implementing improvements to current processes
- Filing business registrations
- Other administrative or operational tasks as needed.
Works Closely With
The contractor will report to the Director of Finance and Operations, and work closely with the Finance and Operations team. The contractor might also interact with our Operations and Finance vendors, and other members of staff as needed.
Proposal Submissions
Please submit a resume and a proposal that includes the following information:
- Background: Name, title, and contact information.
- Experience: Describe your relevant experience, or attach a resume that highlights your qualifications.
- Approach: In two pages or less, explain how you would approach the above scope of work.
- Equity: Share how your work has advanced equity, diversity, and inclusion, both within your own operations and in your project work. Explain how you will center equity in this project.
- Location: Open to individuals/firms based in the contiguous U.S.
- Cost and Availability: Include your hourly or project rate and any limitations on your availability.
- References: Provide contact information for three past clients MoveOn may reach out to as references.
Most-Favorable Terms
MoveOn reserves the right to make an award without further discussion of the proposal submitted. Therefore, the proposal should be submitted initially on the most favorable terms that the vendor could propose. There will be no best-and-final-offer procedure. MoveOn does reserve the right to contact a vendor for clarification of its proposal.
The vendor should be prepared to accept this request for proposal for incorporation into a contract resulting from this request for proposal. Contract negotiations may incorporate some or the vendor’s entire proposal. It is understood that the proposal will become a part of the official procurement file on this matter without obligation to MoveOn.
No Obligation to Contract
This request for proposal does not obligate MoveOn to contract for services specified herein.
Rejection of Proposals
MoveOn reserves the right at its sole discretion to reject any and all proposals received without penalty and not to issue a contract as a result of this request for proposal.
