About Texas CASA: 

Texas CASA (Court Appointed Special Advocates) is part of a national volunteer movement that began in 1977 in Seattle when a juvenile court judge conceived the idea of citizen volunteers speaking up for the best interests of children who are in foster care due to allegations of abuse or neglect. Today, the CASA movement has evolved into one of the largest volunteer organizations in the country. CASA volunteers are appointed by judges to watch over and advocate for these children in court, school and other settings; with the goal of reuniting children with their families whenever safe and possible. Volunteers stay with each case until it is closed with the goal of ensuring these children are kept safe and have the opportunity to thrive and grow.
In Texas, there are 72 local CASA volunteer advocacy programs with nearly 11,000 volunteers serving more than 30,000 children in 219 counties across the state. Texas CASA is the statewide organization that provides funding, resources, training and support to these local programs to ensure they can operate effectively and seek out the best possible volunteers who will advocate passionately for the children and families they serve. Texas CASA is a registered 501(c)(3) organization with a mission to support local CASA volunteer advocacy programs and to advocate for effective public policy for children and families in the child protection system

  1. Scope of Request 

Texas CASA seeks a project manager to manage the creation of a Diversity Equity and Inclusion DEI E-Learning for CASA volunteers in Texas, called the LEAD E-Learning.  The Project Manager will lead a small contracted team of an Instructional Designer and subject matter experts in the creation of an online learning course addressing self-awareness, economic equity, racial equity, LGBTQ equity, and disability equity with an emphasis on how these topics connect to equitable advocacy for children and families involved in the Texas child welfare system.

 

 

Audience: E-Learning is for CASA Volunteers, and CASA employees.

 

 

 

  1. Locations
    All duties to be completed remotely.
  2. Deliverables and Duties – Final course due by 3/31/2023

 

Duties

  • Set a project timeline with deadlines for Leadership in Equity And Diversity (LEAD) E-Learning milestones, invite and facilitate meetings and ensure timeline is met
  • Adjust deliverables on the project as needed to stay within the timeline
  • Communicate with Texas CASA’s STRATEGIC NETWORK SUPPORT Director to keep the project aligned with timeline and learning objectives, communicating with STRATEGIC NETWORK SUPPORT Director monthly on project status and updates
  • Work with STRATEGIC NETWORK SUPPORT director and Instructional Designer to complete curriculum content
  • Meet with Subject Matter Experts and Texas CASA on regularly to accomplish deliverables on schedule
  • Partner with Instructional Designer and host regular meetings to support the creation of the LEAD E-Learning course
  • Serve as a point of contact for Subject Matter Experts and Texas CASA employees to ensure project continues on time
  • Oversee creation of videos by Instructional Designer with Subject Matter Experts in short videos of SMEs which meet learning objectives, to be included in the course. Final approval of videos will be made by Strategic Network Support director
  • Review course content throughout development to achieve learning objectives
  • Elicit network feedback at appropriate intervals
  • Review all existing content and materials on the LEAD project to ensure quality, messaging, adult learning principles, and achievement of learning objectives
  • Review module content and ensure it is relevant to CASA volunteers, and that the course explains why these topics are relevant to volunteers and the work they do for children and their families within the Texas child welfare system
  • All E-Learning course content must have prior approval from STRATEGIC NETWORK SUPPORT Director before being launched in LMS
  • Work with STRATEGIC NETWORK SUPPORT Director to get final approval of the LEAD E-Learning Course.

 

Deliverables

  • Manage creation of 5 DEI online modules- sections of the entire course- modules focused around foster care for Texas CASA for use by CASA volunteers. Modules include: course introduction to LEAD that includes self-awareness, economic equity, racial equity, LGBTQ equity, and disability equity.  The modules regarding economic, racial, LGBT and disability equity should each have 20-30 minutes of content, the self-awareness module can be shorter.
    • The course introduction to LEAD should connect with the audience and be the emotional basis for the rest of the course by anchoring objectives in personal experience
  • Facilitate the delivery of a completed and approved LEAD E-Learning course by March 31, 2023.

 

 

  1. Minimum Qualifications
  • Demonstrate a diversity and equity lens, thorough knowledge of diversity and equity theories and how to share them in an E-Learning setting
  • Previous familiarity or knowledge of the Child Welfare system and adult learning
  • Previous experience managing online projects
  • Writing and editing capability

 

  1. Contract Term
  • The fully completed course must be successfully delivered to Texas CASA by 3/31/2023
  • The contract is complete when the course receives approval, and is tested and launched on Texas CASA’s LMS
  • Successful completion of contract deliverables and duties within the contract scope are required for contract payment.

  • Demonstrated understanding of the project needs based on response to proposal provided – 40%
  • Quality of sample and relevance to requested deliverable – 20%
  • Experience working on corporate or non-profit E-Learning projects – 10%
  • Price – 30%
