About Texas CASA:
Texas CASA (Court Appointed Special Advocates) is part of a national volunteer movement that began in 1977 in Seattle when a juvenile court judge conceived the idea of citizen volunteers speaking up for the best interests of children who are in foster care due to allegations of abuse or neglect. Today, the CASA movement has evolved into one of the largest volunteer organizations in the country. CASA volunteers are appointed by judges to watch over and advocate for these children in court, school and other settings; with the goal of reuniting children with their families whenever safe and possible. Volunteers stay with each case until it is closed with the goal of ensuring these children are kept safe and have the opportunity to thrive and grow.
In Texas, there are 72 local CASA volunteer advocacy programs with nearly 11,000 volunteers serving more than 30,000 children in 219 counties across the state. Texas CASA is the statewide organization that provides funding, resources, training and support to these local programs to ensure they can operate effectively and seek out the best possible volunteers who will advocate passionately for the children and families they serve. Texas CASA is a registered 501(c)(3) organization with a mission to support local CASA volunteer advocacy programs and to advocate for effective public policy for children and families in the child protection system

- Scope of Request
- Texas CASA seeks an Instructional Designer to create a Diversity Equity and Inclusion E-Learning course for CASA volunteers in Texas, called the LEAD E-Learning. The Instructional Designer will develop 5 original E-Learning modules for an online course in Articulate, and will use information provided by subject matter experts. The online learning course will address self-awareness, economic equity, racial equity, LGBTQ equity, and disability equity with an emphasis on how these topics connect to equitable advocacy for children and families involved in the Texas child welfare system. These 20-30 minute standalone modules will include an introduction, SME’s speaking on video, course content, and interactive components. The modules should build upon one another, connecting key ideas in each module so they have an intersectional lens by the end. The SME videos should reference their lived experience and explain why the topic is important for CASA Volunteers, which can include Q&A.
Some materials used as references will be compiled by Texas CASA.
Audience: E-Learning is for CASA Volunteers, and CASA employees.

- Deliverables and Duties – Final course due by 3/31/2023
Deliverables:
- Develop original module outlines and course based on learning objectives given by Texas CASA
- Develop E-Learning course in Articulate for the 5 DEI modules
Duties required to complete the deliverables:
- Review and incorporate as appropriate concepts and content from provided DEI educational materials
- Ensure course deliverables are met as defined by the LEAD Project timeline
- Attend meetings with Subject Matter Experts, Project manager, and Texas CASA on regular schedule to share content and receive edits
- Elicit network feedback at appropriate intervals
- Plan course to use Articulate features, including:
- Written text, images, video, and attached PDFs
- Interactive learning features including scenarios and flashcards
- Develop open-ended questions for SME videos that engender a curious attitude for the audience, and create a bond between the audience and talking head. Questions should cover talking head’s lived experience and expertise in their topic
- Incorporate information into the modules that makes the topic relatable to a CASA audience, including but not limited to demographic information for regions of the state, and information that demonstrates how inequity and discrimination exists wherever the audience lives.
- Make the content conversational and experiential, not academic
- Incorporate knowledge checks and assessments into each module
- Make the modules build upon one another, connecting key ideas in each module so they have an intersectional lens by the end
- Source images and graphics representative of the content, intended to instruct and accompany the text at intervals of approximately 4-8 sentences (istock photo library account available and assistance from graphic designer available)
- Create E-Learning according to online and adult learning best practices
- Work with audio engineer to procure audio files of voice over of written text, and align them with the sequence of the course
- Report to Project Manager
- Participate in revisions process, incorporating feedback from Texas CASA’s Strategic Network Support director
- All final approval of course will come from the Strategic Network Support Director
- Minimum Qualifications
- Have 2+ years experience in creating E-Learning
- Have professional experience in DEI education
- Have expertise in Articulate Rise
- Contract Term
- The fully completed videos must be successfully delivered to Texas CASA by 3/31/2023
- Successful completion of contract deliverables and duties within the contract scope are required for contract payment.
- The contract is complete when the course receives approval, and is tested and launched on Texas CASA’s LMS
