Your opportunity at a glance

The WSLCB Director’s Office is announcing an exciting opportunity for a Research Program Manager (WMS Band 2) position in Olympia, WA. This is a Washington Management Service (WMS) Band 2 position that reports to the Director of Policy and External Affairs.

This position is part of the policy unit within the Director’s office. In this role, you will work closely with all the agency divisions, and will be responsible for directing, overseeing, and training staff responsible for supporting research initiatives involving public health, safety, and science behind regulated products. You will supervise two research professionals and act as WSLCB’s central advisor on proposing and conducting high-quality quantitative, qualitative, or mixed method research, including problem formulation, literature reviews, outcome evaluation design, analysis, report writing, and presentations.

Duties

Some of the duties you will perform are:

  • Assist with study design and implementation of new LCB led studies and surveys.
  • Identify measurement objectives. Identify data collection processes.
  • Recommend approaches and/or surveys. Develop reporting plans.
  • Plan, coordinate, and conduct research on projects as directed.
  • Design economic policy studies comparing related study outcomes, and review and compare data to advise of potential impacts to LCB regulated programs.
  • Evaluate and research new and existing programs and projects.
  • Collaborate with staff and stakeholders to identify State regulatory actions that may impact business activities.
  • Manage and oversee the development of requests for proposals.
  • Implement, review, and conduct analyses on surveys.
  • Engage in survey design and implementation regarding age restricted product use, by adult consumers and medical cannabis patients in Washington, working with state agency and external partners to do so.
  • Ensure proposal are reviewed by the Washington State Institutional Review Board (IRB) for any team that is working with human subjects and other agencies/entities, or if there are ethical considerations.
  • Perform full range of supervisory functions. Establish unit priorities by directing and implementing programs.
  • Assign tasks and research projects.
  • Manage organizational development, change processes, or specific emergency or long-term projects.
  • Perform research, analysis, and assist with the development of the LCB policy recommendations.
  • Participate in problem definition, planning, and execution of surveillance and research.
  • Plan, coordinate, and conduct research on projects as directed.
  • Research, evaluate and develop materials for presentations to key stakeholders.
  • Prepare reports, presentations, tables, charts, and graphs.
  • Provide comprehensive and clear analysis of complex issues related to policy, regulations, and public health and safety efforts.
  • Support drafting of reports, summaries and presentations to senior staff, board members, the legislature, and other organizations on LCB research and programs.
  • Monitor regulatory activities of partner agencies and organizations which directly affect LCB policy initiatives and programs.

 

 

Qualifications

Required Qualifications:

A master’s degree in economics, public policy, education, health, political science, psychology, sociology, or closely related field from an accredited academic institution.

AND
Eight (8) years of professional experience in conducting sophisticated quantitative and/or qualitative research.

AND
Experience in the following:

  • Demonstrated experience communicating the results of research to non-technical audiences.
  • Training and experience with qualitative, quantitative, and mixed-method study designs and statistical analyses.
  • Experience conducting research with human subjects and getting approval through IRBs.
  • Experience presenting research for professionals, industry, and lay audiences.
  • Significant experience conducting analyses using multiple statistical software packages.
  • Experience analyzing complex survey and/or administrative datasets.
  • Experience leading teams of researchers.

Preferred/Desired Qualifications:

  • Ph.D. in social science, or closely related field
  • Significant experience designing and conducting mixed methods research projects.
  • Prior program management experience.
  • Established record of publishing rigorous research.
  • Experience working with sophisticated data visualization packages.
  • Familiarity working with data sharing agreements and institutional review board applications.
  • Demonstrated experience working with Washington state administrative data.
  • Experience working in government.
  • Experience building relationships and have collaborated both within and outside their prior organization.
  • Previously published individually as well as co-authored peer-reviewed research articles
  • Experience with applying for and securing external research funding / grants.
  • Applied research background in substance use and regulation, particularly alcohol and cannabis.
