Your opportunity at a glance
The WSLCB Director’s Office is announcing an exciting opportunity for a Regulatory Analyst 3 (Two Positions) in Olympia, WA. These positions reports to the Policy and Rules Manager in the WSLCB’s Director’s Office. These positions serve and complement the WSLCB’s mission and goals by serving as the Policy and Rules Coordinator as one of the agency’s experts on liquor, cannabis, tobacco, vapor product laws, policies, and rules.
In this role, you will develop rule proposals, decision papers, and assist in the creation of policies, and procedures for the Director’s office. Key areas of focus will include rule interpretation and implications of various cross-agency policy issues. You will work closely with the Attorney General’s office, preparing policy and rule options for legal review by the Assistant Attorney General (AAG). You will provide direct input into all agency and Board rules and policies. You will also research, uses data, and develop options to inform key agency decisions regarding rule and policy interpretation and development.

Duties
Some of the duties you will perform are:
  • Research issues, rules, statutes, and policies concerning alcohol, cannabis, tobacco and vapor products that affect the agency, licensees, stakeholders, and the public.
  • Research, draft and prepare rules and rule packages consistent with agency processes and procedures, and in compliance with chapters 34.05 and 19.85 RCW, and chapter 1-21 WAC.
  • Analyze issues and develop policies and rules related to those issues, offering options and potential solutions to decision makers.
  • Work with the Board, Agency Director, Policy and External Affairs Director, Policy and Rules Manager, and agency staff to conduct proactive policy development to address issues and opportunities affecting the agency, licensees, stakeholders and the public.
  • Effectively interpret and translate complex or technical laws and rules into information that staff, stakeholders and the public can readily understand.
  • Analyze agency-wide policy and provide rule interpretation. Assist in the development of interpretive and policy statements consistent with RCW 34.05.230. Serve as an agency expert on rule interpretation and support policy development.
  • Ensure that rule, legal and policy interpretations are appropriately documented and electronically retained for future use consistent with agency processes and procedures.
  • Ensure that rule files are complete, well-documented, meet agency requirements and requirements of chapter 34.05 RCW. Timely respond to rule petitions consistent with RCW 34.05.330.
  • Work with outreach program and division directors to facilitate dissemination and implementation of rule development direction.
  • Effectively and timely convey interpretation and information in writing and orally. Initiate internal and external statewide stakeholder groups to develop rules, and policies where appropriate. Ensure that agency commitment to inclusive and thorough stakeholder engagement both internal and external is demonstrated and realized in rulemaking, and policy development.
  • Develop and maintain working relationships with internal and external stakeholders, working to provide excellent customer service within the bounds of agency mandates.
  • Provide regular updates to the agency director, division directors, the Policy and Rules Manager and the Board related to the duties above.
Qualifications
Required Qualifications:
Eight (8) years of experience and/or education.
Professional Experience: in analyzing proposed regulation, interpreting laws, rules, policy and procedures, evaluating and drawing conclusions from data, rule and policy development and drafting in complex regulatory environments. 
Education: from an accredited college or university with a major study in Public policy, Public Administration, Paralegal Studies or related field.

Preferred/Desired Qualifications:
A paralegal degree, Masters of Public Administration, or both from an accredited college or university and demonstrated professional experience in rule and policy development and drafting in complex regulatory environments.
