Full-Time Regional Utilities Manager – NEW HIGHER SALARY!
Job Description
- Manage our resources and cross-functional team performing utilities coordination and engineering functions on state highway projects.
- Oversee our team’s investigation of utility facilities, determinization of utility conflicts, recommendation of appropriate methods of conflict resolution, reconciliation of utility relocation and highway construction schedules, and integration of utility construction plans into our highway construction contracts.
- Be heavily involved in developing estimates for utility designs, relocations, and construction.
- Provide support to our Division and Central Office project delivery staff and serve as a point-person for project-related utility matters in the region.
- Negotiate and collaborate with and oversee professional services firms contracted to perform utility tasks.
- Work with utility owners to resolve project issues that are often challenging, sensitive, and greatly impact project schedules and budgets.
- Use your skills in communication, problem solving, and customer service.
- Perform administrative and management duties including evaluating performance, training, and coaching.
- Coordinate and communicate with office and field engineers, other NCT units, FHWA, and related outside agencies.
- Experience developing relocation strategies, designing, reviewing, or providing engineering support for construction of water, sewer, electric power, gas, or telecommunications utilities.
- Experience reviewing engineering plans for completeness, compliance with regulations, constructability, and compliance with NCDOT policy.
- Working knowledge of NCDOT Utility Policy and General Statutes concerning public utilities within NCDOT right of ways.
- Experience coordinating with Divisions, other NCDOT units, utility owners, municipalities, and other stakeholder groups in person and by correspondence.
- Experience effectively communicating, verbally and in writing, complex technical topics, policy positions, and negotiations to a wide range of audiences.
- Experience supervising at 3+ permanent employees, contractors, and/or consultants.
- Thorough expertise and understanding of concepts, practices, and theories used in utilities within state right of way.
- Thorough knowledge of state/federal rules/regulations to ensure compliance and provide guidance/interpretation.
- Ability to establish expectations and clear direction to meet goals and objectives.
- Ability to apply considerable knowledge of supervisory practices and skill in supervising others.
- Excellent verbal and written communication skills with the ability to listen and respond appropriately to others.
- Bachelor’s degree in Engineering, and
- 4+ years technician experience, and
- 2+ years of management experience; or
- An equivalent combination of training and experience.
