Job Description
- Negotiate our more complex and specialized projects requiring higher-level analytical, problem solving, negotiation, and communications skills.
- Help NCDOT acquire all necessary Rights of Way and Easements needed for our construction and/or improvement of all highway projects on the NC highway system.
- Assist our Right of Way Agents carrying out right of way acquisition functions on Primary and Secondary roads and provide supervision and technical assistance to the Right of Way staff regarding negotiations, relocations, plan changes, property management, and right of way policies and procedures.
- Review and approve right of way claim reports for staff.
- Review, approve, and submit settlement and condemnation final reports.
- Ensure that claim closings are completed in accordance with office procedures and the monitoring, tracking schedules, and workloads within the Right of Way office are on target to ensure timely Right of Way acquisition completion and project letting.
- Assist our Division Agent in the training of staff and ensuring that NCDOT and office policies are understood and adhered to.
- Promote public relations and coordinate right of way activities with appropriate government organizations, NCDOT units, and property owners.
- Manage the sale of residual property, C/A breaks, surplus right of way requests, property management contracts, and provide oversite of consultants.
- Negotiations and relocation experience, including a thorough knowledge of the Uniform Relocation and Real Property Act as it relates to right of way relocations.
- Knowledge of plan reading.
- Project management experience.
- Experience preparing and researching legal instruments and public records, drafting deed descriptions, and measuring right of way areas.
- Demonstrated ability to organize and maintain digital files.
- Masters degree in Business, Economics, Real Estate or related field, and
- 1+ years of experience in the development, appraisal, or brokerage of commercial/industrial real estate; or
- Bachelors degree in Business, Economics, Real Estate or related field (i.e., Civil or Structural Engineering, Architecture), and
- 3+ years of experience in the development, appraisal, or brokerage of commercial/industrial real estate; or
- An equivalent combination or education and experience.
