Job Description
- Produce professional, advanced work in the acquisition, management, and disposition of real property within the 8 Division 11 counties.
- Assist in coordinating daily goals and responsibilities of the Division.
- Direct and coordinate highway right of way acquisitions and relocation assistance on all Primary and Secondary roads in Division 11.
- Assist with more complex/specialized projects requiring higher analytical, problem solving, negotiation, and communications skills.
- Provide supervision and technical assistance to the Right of Way staff regarding negotiations, relocations, plan changes, and right of way policies and procedures.
- Negotiate for right of way on unusual, difficult, and complex claims.
- Train office staff to ensure that NCDOT and office policies are understood and adhered to.
- Promote public relations.
- Coordinate right of way acquisition activities with other government/NCDOT agencies.
- Maintain residue inventories.
- Manage the sale and disposal of residual and surplus properties, C/A breaks, surplus right of way requests, property management contracts.
- Oversee consultants.
- Assist in training new employees.
- Supervise office staff to ensure thorough knowledge of programs, policies, and procedures of other units within the Right of Way Branch.
- Provide technical assistance regarding negotiations, relocations, construction, policies and procedures to the office staff.
- Explain right of way concepts and procedures using written communications.
- Experience in negotiation and relocation, including a thorough knowledge of the Uniform Relocation and Real Property Act as it relates to right of way relocations.
- Knowledge of plan reading.
- Project management experience.
- Experience preparing and researching legal instruments and public records.
- Experience drafting deed descriptions and measuring right of way areas.
- Demonstrated ability to organize and maintain electronic files.
- Excellent communications skills to work with NCDOT staff and the public.
- Ability to effectively coordinate right of way acquisition work with private firms and oversee them for compliance to policy and contract specifications.
- Considerable knowledge of Federal/State highway policies and procedures related to right of way acquisition, removal of conflicts and Federal participation in right of way costs.
- Knowledge of State laws related to real estate conveyance, easements, contracts, and eminent domain.
- General knowledge of appraisal methods.
- Skilled understanding of highway plans and construction methods and the ability to explain them verbally and in writing to property owners.
- Working knowledge of BSIP/SAP and PMII.
- Candidates with a valid Driver’s License.
- Masters degree in Business, Economics, Real Estate or related field, and
- 1+ years of experience in the development, appraisal, or brokerage of commercial/industrial real estate; or
- Bachelors degree in Business, Economics, Real Estate or related field (i.e., Civil or Structural Engineering, Architecture), and
- 3+ years of experience in the development, appraisal, or brokerage of commercial/industrial real estate; or
- An equivalent combination or education and experience.
