Job Description
Salary range is $95k to $175k, with a midpoint of $135k. New hires typically receive between minimum and midpoint, however, we may go slightly higher based on experience, internal equity and market.
GENERAL PURPOSE:
The Real Estate Joint Development Manager is responsible for overseeing a program of planning and implementation of real estate development projects built with substantial physical relationships to Sound Transit’s facilities (joint development). A focus of this program is seeking and implementing opportunities to facilitate third-party joint development projects with integrated transit infrastructure, such as overbuilding of transit stations or including park and ride garage stalls with real estate development. The manager will lead efforts to document project requirements for different ownership and delivery models for transit facilities that include or later allow for joint development projects, build out partnership and solicitation approaches for implementing projects, and oversee the processes to select partners, review design, and coordinate construction. Through these transit-integrated joint development projects, Sound Transit can maximize transit ridership, increase revenue and/or affordable housing outcomes, and support local and regional growth plans that focus growth in transit areas.
ESSENTIAL FUNCTIONS:
The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.
• Collaborate with internal and external stakeholders and manage consultants to support the planning and implementation of joint development projects integrated with transit facilities.
• Develop, curate, refine, and maintain the requirements, processes and procedures, and other guiding documents applicable to joint development projects in coordination with internal disciplines and Offices that may govern specific areas of responsibility such as Right Of Way (ROW), Procurement, Engineering, Grants, Labor, etc.).
• Inform development partners about the site constraints and planned site delivery conditions by assembling and curating design documents.
• Identify, evaluate, and advise on station and site design modifications, as appropriate, that would better allow joint development outcomes.
• Guide community engagement process by identifying the questions we seek to answer through engagement. Collaborate with Community Engagement, Government and Community Relations, and other internal and external stakeholders in implementing an equitable engagement process.
• Identify, evaluate, and implement the process to select development partners for joint development opportunities, including determining what is being offered, with what goals and requirements, to whom, and through what means (Request For Quote [RFQ], Request for Proposal [RFP] and direct negotiation).
• Negotiate real estate transaction and associated documents to facilitate joint development projects.
• Navigate federal rules and program opportunities to ensure compliance and seek resources to support project outcomes.
• Manage the design review, construction oversight and coordination processes for joint development projects working with staff and consultant support, and developer relationships.
• Recruit, train, coach, and lead a team of professional staff to implement the joint development program. Manage employee relations, workflow, and prioritization of work plans for staff; implement or recommend corrective actions, discipline, and termination procedures as appropriate/necessary.
• Collaborate with Transit Oriented Development (TOD) Program leadership and staff to ensure consistency and efficacy of the guidelines, processes, and tools to implement the joint development program.
• Serve on Office of Land Use Planning & Development leadership team, participating and leading, where appropriate, policy development, reporting, presentations to stakeholders, budget development, expense management, and other program management activities.
• Support the development of partnerships with other public agencies and organizations to align resources for equitable TOD projects and joint development.
• Provide support to the division/department on matters as directed; serve as staff on a variety of boards, commissions, and committees; prepare and present staff reports and other necessary correspondence; attend and participate in professional group meetings; maintain awareness of new trends and developments in the fields related to area of assignment; incorporates new developments as appropriate; ensure processes, policies and practices are interpreted and applied consistently and effectively; ensure accountability and compliance with all current and applicable state and federal laws, Agency policies and procedures, rules and regulations.

MINIMUM QUALIFICATIONS:
Education and Experience:
Bachelor’s Degree in urban planning, urban studies, public administration, real estate development, urban geography, environmental sustainability, or closely related field. Five years of experience in real estate-related activities and three years of leadership, budgetary, planning and workforce management experience. Preferred experience in one or more of the following: large-scale capital project development/implementation, community development, real estate development, affordable housing development, commercial real estate brokerage activities, financing of real estate development, and/or projects built adjacent complex public infrastructure; OR an equivalent combination of education and experience.

Physical Demands / Work Environment:
• Work is performed in a standard office environment.
