Full-Time Rail Transportation Programs Manager
Job Description
- Manage our Rail Programs and all capital program development and funding strategies.
- Provide leadership, oversight, direction, and management of capital and service development for freight, intercity passenger, new statewide interest in commuter rail, and for all customer service relations and stakeholder engagement for the State’s passenger rail service.
- Develop our Rail Division’s capital expenditure programs so that we are best positioned to fund strategic projects, programs, and initiatives.
- Oversee NCDOT Rail’s Freight and Logistics program.
- Balance competing capital priorities, including protecting the core business functions and investing for the future; formulating short and long-range plans for the development and execution of capital improvement programs and programs to assure projects meet the long-range mission requirements of the Rail Division and the Department
- Manage special projects and programs including scope, budget, schedule, logistics, risk, and communication strategies for capital projects.
- Provide policy, budget, financial analysis, and support to project managers and stakeholders.
- Coordinate financial reporting requested by senior leadership for rail programs.
- Develop major programs and contracts including passenger rail and Amtrak operating agreements.
- Secure federal funding for current/future high-capacity rail corridors and capital facilities needed to support the freight and passenger rail systems.
- Lead special project and program development, and technical and financial performance analysis of State passenger service.
- Evaluate railroad preservation and restoration, and represent the Rail Division on national and congressionally authorized boards, committees, and councils.
- Demonstrated thorough operational and policy knowledge of the rail industry.
- Analytical and evaluation skills in rail industry.
- Thorough knowledge of the principles and practices of public and business administration.
- Considerable knowledge of human resources, purchasing, budget and accounting practices and procedures as related to the program area of assignment.
- Experience managing a staff of professional and support positions to achieve program goals.
- Experience communicating effectively with state and local officials, citizens, railroad officials, Federal Railroad Administration, Amtrak, and transit administration officials.
- Bachelor’s degree, and
- 3+ years of relevant rail program experience,
- 1+ year of supervisory experience; or
- An equivalent combination of training and experience.
