Full-Time Rail Operations Engineering Supervisor III
Job Description
- Oversee and manage the environmental planning work required to plan and to implement the railroad improvements called for by the State Rail Plan across all of North Carolina.
- Be responsible for the overall development and the environmental documentation for all State rail projects including individual projects and future passenger rail service on the Southeast High Speed Rail Corridor, Western NC Service, and Southeast NC Service.
- Coordinate and administer work to be done by internal staff and private consulting firms, including the scope of design work required on projects and the appropriate level of environmental documentation required by applicable federal, state and local regulations.
- Manage project schedules, monitoring all related work and adjusting resources/schedules as necessary to best meet the Division’s priorities.
- Negotiate complex contracts and any disputes that arise regarding contract fulfillment of existing contracts, or modifications to contracts related to rail projects on a statewide basis.
- Experience negotiating/administering railroad agreements for projects, programs, and/or services.
- Knowledge of railroad planning, engineering design (as related to environmental documentation), and operational issues.
- Knowledge of state and federal environmental regulations and processes.
- Ability to establish and maintain good professional relationships with the regulatory and resource agencies involved with state and federal environmental regulations.
- Experience with NEPA/SEPA requirements and working knowledge of federal state environmental regulations, including directing and managing advancement of environmental studies and documents.
- Working knowledge of budget/contracts management of limited scope and complexity including resources such as budget, personnel, and equipment within timelines and appropriate fiscal rules and developing strategies to improve quality of service, performance, and budgetary/operational efficiency.
- Excellent communications skills to work effectively with state and local officials, citizens, railroad officials, Federal Railroad Administration, Amtrak, and transit administration officials.
- Experience supervising employees, contractors, and/or consultants.
- Bachelor’s degree in engineering, and
- 5+ years of relevant experience, and
- 3+ years supervisory experience; or
- An equivalent combination of education and experience.
- We may require registration as a professional engineer by the NC Board of Examiners for Engineers and Surveyors.
