The Challenge
We are looking for a Rail Engineering Supervisor III to join the NCDOT Rail team.
 
In this role, you will:
    • Manage all capital program development and funding strategies.
    • Provide leadership, oversight, direction, and management of our capital and service development for freight and logistics, intercity passenger, commuter rail, and for all customer service relations and stakeholder engagement for the State’s passenger rail service.
    • Develop our Rail Division’s capital expenditure programs so we are best positioned to fund strategic projects, programs, and initiatives.
    • Oversee our Freight and Logistics program, Contracts office, passenger station operations, and rail services.
    • Apply your advanced engineering wisdom, experience, and insights to develop cost efficient and sustainable programs.
    • Align and develop the scope of major programs to new policies and opportunities, including developing a new statewide intercity passenger rail system, leveraging freight rail to reduce congestion and wear on the highway system, and developing and supporting new technologies.
    • Balance competing capital priorities, including protecting the core business functions and investing for the future; formulating short and long-range plans for the development and execution of capital improvement programs and programs to assure projects meet the long-range mission requirements of the Rail Division and NCDOT; managing special projects and programs including scope, budget, schedule, logistics, risk, and communication strategies for capital projects; providing policy, budget, and financial analysis and support to project managers and stakeholders; and executing related financial reporting as requested by senior leadership for rail programs.
    • Serve as a technical expert in rail policy and engineering for NCDOT.
    • Oversee and set the vision and goals for the Rail Contracts Engineer who manages the coordination with and administration of engineering consultant and professional services firms.
    • Be a key catalyst in the development of major programs and contracts, including passenger rail and Amtrak operating agreements, securing federal funding for current and future high-capacity rail corridors, and capital facilities needed to support the freight and passenger rail systems.
    • Oversee and provide engineering guidance for NCDOT’s planning and engineering of future intercity passenger rail services and corridors through the new federally-funded Corridor Identification and Development program.
    • Lead special project and program development, technical and financial performance analysis of State passenger service, evaluation of railroad preservation and restoration, and represent the Rail Division on national and congressionally-authorized boards, committees, and councils.
 
What You Bring
    • Demonstrated thorough operational and policy knowledge related to the rail industry and skills in analysis and evaluations.
    • Considerable knowledge and ability to manage budgets/contracts of advanced scope and complexity including resources such as budget, personnel, and equipment within timelines and appropriate fiscal rules and to develop strategies to improve quality of service, performance, and budgetary/operational efficiency.
    • Experience negotiating and/or administering railroad agreements for projects, programs, and/or services.
    • Demonstrated ability to communicate effectively with state and local officials, citizens, railroad officials, Federal Railroad Administration, Amtrak, and transit administration officials.
    • Experience supervising 3+ permanent employees, contractors, and/or consultants.
Education and Experience
    • Bachelor’s degree in engineering, and
    • 5+ years of relevant experience, and
    • 3+ years supervisory experience; or
    • An equivalent combination of education and experience.
 
Note:
    • We may require registration as a professional engineer by the NC Board of Examiners for Engineers and Surveyors.
