Job Summary

This position will supervise the Capital Project Programming Section within the Office of the County Engineer in the Public Works Department. The position reports to the County Engineer and works collaboratively with sections throughout Public Works and other county departments. It will also work closely with state and federal agencies in coordinating project activities, along with working directly with technical committees, the public and
neighborhood associations.
Qualifications
Education and Experience:
Bachelor’s Degree from an accredited college or university with major course work in project management, civil engineering, construction management, urban planning, public administration, or other discipline applicable to the position. Three years of increasingly responsible program management, project development or grant writing and compliance experience. Two years leading teams of professional and technical staff. Proficiency using personal computers and software applications including GIS, word processing, spreadsheets, scheduling software, and databases.
Knowledge of: Strategize and forecast capital projects with leveraging multiple funding sources with varying rules, regulations, guidelines. Understands and accurately interprets compliance for multiple million-dollar capital projects to avoid funding loss. Methods of grant writing and contract administration. Program Management, project management, including planning, scheduling, monitoring, and problem solving. How project designs, plans, specifications, cost estimates and related documents are prepared and how complex public works projects are constructed. Application and interpretation of county, state and federal laws, codes, and regulations as they relate to capital projects. Contract negotiation and administration for consultant services in accordance with Local Agency Guidelines, Federal Codes of Regulations, and state laws (WAC/RCW).
Ability to: Lead, train, mentor, support and help employees succeed. Supervise, evaluate, discipline, and facilitate staff development. Work collaboratively within Public Works, with other agencies, and with a variety of project and public stakeholders. Liaison with grant agencies contacts and actively pursue and negotiates grants and other funding opportunities. Effectively communicate with the public, media, and diverse groups of people in public settings and meetings. Negotiate and administer consultant contracts. Interpret and apply county, state, and federal regulations relevant to a variety of capital projects. Identify risks and formulate mitigation strategies. Read and understand complex engineering drawings and plans. Balance priorities and deadlines with heavy workload and multiple clients. Establish and maintain effective working relationships with the public, elected officials and staff, interested stakeholders, other governmental jurisdictions, and county staff.

Salary Grade: M2.831 ($7,542.00 – $10,654.00) per month
