Your opportunity at a glance

The WSLCB Finance Division is announcing an exciting opportunity for a Public Records Manager (WMS Band 2) position in Olympia, WA. This is a Washington Management Service (WMS) Band 2 position that reports to the Chief Finance Officer. This position supports and contributes to the LCB Mission, Goals and Values as the WSLCB’s Public Records Manager.

In this role, you will be responsible for managing, directing, and providing direct oversight of the public records team consisting of seven members that responds to Public Records Act (PRA) requests and ensuring the agency’s continuing commitment to PRA compliance and governmental transparency. This position functions as the subject matter expert on all issues related to public disclosure and has central oversight and management of public records and public disclosure activities for the entire agency. This includes conducting legal, policy, and operational analyses of state and federal law related to public records requests, establishing, or amending delegated policies and procedures, recommending agency-wide strategic public records approaches, and managing staff that fulfil public records request.

Duties

Some of the duties you will perform are:

  • Provide expert advice and consultation to agency leadership regarding complex public records issues and makes recommendations about resource allocation to respond to large or complex requests.
  • Manage and oversee the work of the agency’s Public Records unit.
  • Represent the agency in legal consultation with the Attorney General’s Office on public records issues.
  • Ensure that legal and policy requirements are disseminated to agency leadership and public records coordinators.
  • Monitor and analyze changes to public records laws and regulations, either through legislation or case law and implements policy and procedure updates to ensure agency compliance.
  • Perform quality control and compliance auditing of public records requests and responses.
  • Develop and implements agency-wide public disclosure and records management training and updates reference materials to reflect current case law and best practices.
  • Provide regular and ongoing consultation, training and direction to agency public records coordinators and other agency staff on the requirements of the Public Records Act.
  • Act as primary point of contact on complex requests, those involving multiple divisions, media, or current or anticipated litigation, or those that have a significant impact on agency operations.
  • Working with the CFO, strategize projects and process improvement efforts to improve consistency of practice, interpretation, compliance, risk minimization and adherence to applicable and new legal requirements and to minimize litigation exposure in complex and evolving field of law.
  • Assign record request to staff as required. Track and monitor processing and completion of public records requests by staff with whom this position works.
  • Develop, implement, and monitor agency forms and document management procedures to ensure department compliance for forms and document management systems.
  • Manage and conduct forms analysis and design for all LCB divisions.
  • Provide analysis, consultation, and solutions to complex forms and document management issues to agency leaders and staff.
  • Work with the Risk Manager to develop, disseminate, and implement improvements, best practices, and procedures for records retention and forms management.

 

 

 

Qualifications

Required Qualifications:

Experience for required qualifications can be gained through various combinations of formal professional employment and educational experience. See below for how you may qualify.

Option 1:

Seven (7) years of professional experience working with public records and records management. AND

At least 1 year of experience supervising or managing a public records or related team.

Option 2:

An Associate’s degree in business, public administration, program management, human resources, or closely allied field

AND

Five (5) years of professional experience working with public records and records management. AND 

At least 1 year of experience supervising or managing a public records or related team.

Option 3: 

A Bachelor’s degree in business, public administration, program management, human resources, or closely allied field

AND 

Three (3) years of professional experience working with public records and records management.

AND 

At least 1 year of experience supervising or managing a public records or related team.

Preferred/Desired Qualifications:

  • Certified Public Records Officer from the Washington Association of Public Records Officers (WAPRO)
  • Certified Records Manager certification from the Institute of Certified Records Managers (ICRM).
  • Project management certification and/or training, skills & experience.
  • Experience providing records management services to include records scheduling and inventory.
  • Knowledge of information governance principles/practices; general understanding of information technology.
  • Knowledge of Enterprise Content Management, electronic/digital signatures, and the concept of “open data.”
