Your opportunity at a glance

The WSLCB’s Finance Division is announcing an exciting opportunity for a Public Records Coordinator (Forms and Records Analyst 3) position in Olympia, WA. This position reports to the Public Records Manager in the WSLCB’s Finance Division.

In this role, the incumbent is tasked with properly responding to public disclosure requests for copies of WSLCB records under RCW 42.56 – The Public Records Act (PRA), responding to requests for records as part of legal discovery, and proper preservation, destruction and archiving of agency records in accordance with RCW 40.14, WSLCB retention schedules, State general retention schedules, and agency-wide training. This position will assist the Public Records Manager with all aspects of public disclosure and records management including the creation or modifications of agency policies and procedures related to public disclosure/records management; providing technical assistance, specialized training, and consultation related to public disclosure/records management, and recommending resolution for complex problems and issues related to public disclosure/records management.

Duties

Some of the duties you will perform are:

  • Within five business days of the Board’s receipt of the request, the Public Records Coordinator must send a letter in response to the requester.
  • Responsible for coordinating reasonably calculated searches for legal discovery and public records requests by identifying persons, locations, and formats of requested records.
  • Track and monitor that processing and completion of requests are done in a timely manner by junior public records staff.
  • Responsible for determining what records are responsive to legal discovery and public records requests and what information must be redacted or withheld from disclosure.
  • Properly prepare records for release, utilizing electronic redaction software for any applicable legal exemptions.
  • With the release of records, include a cover letter to the requester that lists any redactions and a brief explanation of the legal basis exemptions.
  • Identify if there are charges associated with the release of records and allow the requester to inspect records if they prefer.
  • Enter all assigned requests into the Public Records Tracking Log and any legal discovery tracking logs. Track all data points required by the Legislature regarding public records requests.
  • Properly file and store all records requests in electronic drive.
  • Consult with managers, supervisors, and employees regarding public disclosure requests.
  • Review for accuracy all archiving, transmission to the records center, and disposition approval of agency records. Receive and process agency records transmittals.
  • Research and analyze agency records to be retained/destroyed appropriately in accordance with RCW 40.14
  • Develop and maintain a procedure for review and dissemination of internal staff disposition reports for approval of the destruction of agency records.
  • Develop and maintain a procedure for preparing bar code labeling of records to be transferred to the Records Center/Archivist.
  • Research and determine the best Disposition Authority Number (DAN) to retain agency records under.
  • Develop and maintain a process for forms management to include numbering, reviewing for adherence to agency formatting standards, posting on the agency’s internal SharePoint forms page, and maintaining tracking of forms.
  • Assist with records management/disclosure audits identifying and monitoring deficiencies, creation/modification/maintenance of all agency policies/procedures related to records management/disclosure, and new employee orientation.

 

Qualifications

Required Qualifications:

Experience for required qualifications can be gained through various combinations of formal professional employment and educational experience. See below for how you may qualify.

Option 1: 

A High School Diploma or GED equivalent
AND
Six (6) years of direct work-related experience in public records, records management, or legal discovery.

Option 2: 

An Associate’s degree in public or business administration, pre-law, government, political science, paralegal studies or a related field.
AND
Four (4) years of direct work-related experience in public records, records management, or legal discovery.

Option 3:

A Bachelor’s degree or above in public or business administration, pre-law, government, political science, paralegal studies or a related field.
AND
Two (2) years of direct work-related experience in public records, records management, or legal discovery.

Preferred/Desired Qualifications:

  • Experience with and advanced knowledge of the Public Records Act.
  • Experience with and advanced knowledge of litigation discovery processes.
  • Working knowledge of LCB programs, policies, procedures, rules, and regulations.
  • Advanced level of skill utilizing Microsoft Office Suite (Word, Excel, and Outlook).
