Job Description

Minimum Qualifications of Education and Experience

$22.45 to $29.97 with progression $37.49

A combination of education and experience equivalent to two (2) years of experience in a building maintenance or customer-focused position as listed in the work functions.

Regular and reliable attendance is a necessary component of job/position. Individuals required to use County vehicles and equipment must have a valid driver’s license and be free of any major traffic violations for the last three (3) years.

Nature of Work

Under general supervision, maintains the residential units and grounds of the Olmsted County Housing and Redevelopment Authority (the HRA) properties.  Performs preventative and routine maintenance, makes minor electrical, plumbing and carpentry repair, maintains the landscape and removes snow and ice. Calls outside contractors for extensive or complex repairs as needed according to established procedures.  Prepares vacant units for new tenants.  This position is a Monday-Friday, 8-5pm position.   This position does not include on-call hours on nights or weekends.

Examples of Work

  • Maintains and repairs mechanical, plumbing and door locking systems in housing units according to established procedures. Examples include but not limited to repairing or replacing faucets, clearing clogged drains and repairing windows and screens
  • Repairs and refurbishes vacant units prior to occupancy, including changing locks, completing repairs, installing appliances, coordinating contractors as necessary to ensure unit meets established standards
  • Purchases supplies and equipment as needed
  • Operates vehicles and equipment such as snowplows, riding mowers, snow blowers, saws and other equipment
  • Maintains building exteriors, including painting or staining walls and trim, patching holes, replacing worn or damages areas and making building improvements
  • Maintains the grounds around the buildings: mows, waters, fertilizes, prunes and wraps trees or shrubs, picks up trash, clears snow from walkways and lots, spreads sand and salt mixture on ice
  • Responds as necessary to emergency calls to make temporary or permanent repairs or adjustments to mechanical, plumbing or electrical systems in units
  • Completes required paperwork, including daily work logs, completing work orders and turn over paperwork
  • Performs related duties as assigned

Knowledge, Skills and Abilities Required

  • Knowledge of building maintenance including carpentry, plumbing and heating systems (hot water/forced air)
  • Knowledge of the methods, materials, tools and equipment utilized in area of assignments
  • Knowledge of the work hazards and applicable safety precautions associated with the area of work assignments
  • Ability to make operating adjustments, recognize deficiencies and take appropriate action
  • Ability to perform maintenance tasks for residential housing, carpentry (replace doors and cabinets, painting, installing flooring, windows and siding); plumbing (repair/replace sinks, faucets and toilets, repair leaks, unclog drains); and electrical (replace light fixtures, outlets, switches, motors, smoke and CO detectors).
  • Skill in critical thinking and problem solving
  • Ability to follow oral and written instructions
  • Skill in the performance of assigned tasks in a reasonable time frame
  • Ability to perform heavy manual labor for extended periods of time, occasionally under unfavorable weather conditions
  • Ability to work on ladders, roofs, in mechanical rooms, basements, attics and other adverse places.  Ability to lift/push/pull/carry/use tools, equipment, appliances, etc. as necessary to inspect, repair, replace or install
  • Ability to establish and maintain effective working relationship with others
  • Ability to work with a varied client base including special populations, clients with special needs and persons of diverse ethnic and economic backgrounds
  • Ability to establish and maintain effective working relationships with other employees and the general public
  • Ability to perform complex tasks and handle routine decisions in accordance with policy and within deadlines
  • Ability to work independently, organize workload and set priorities
