Full-Time Project Manager-Procurement & Contracts – 65K-$145K – PROJE002190
Job Description
Salary range is $65k to $145k with a midpoint of $105k. New hires typically receive between minimum and midpoint, however, we may go slightly higher based on experience, internal equity and market.
GENERAL PURPOSE:
Under general direction of Technical Advisor – Procurement and Contracts, manage and coordinate the development, implementation, and execution of the agency’s contracted workforce program. This position will lead the development of a unified, streamlined contracted workforce program, and other assigned programs, in alignment with agency policy; support a decision-making structure that enables successful delivery of the agency’s project and service delivery objectives; responsible for incorporating industry best practices, establishing clear roles, responsibilities, and a decision-making hierarchy while ensuring appropriate stakeholder engagement and communication; and monitor the effectiveness of assigned programs which includes establishing a consistent and transparent reporting system, effective management of program risks, while incorporating continuous improvement into assigned programs.
Additionally, the project manager may be responsible for other Procurement and Contracts Divisions (PCD) programs or projects as assigned. Also will coordinate and work across the Agency and will need to exercise independent judgment, initiative, decision-making, and uphold Agency values.
ESSENTIAL FUNCTIONS:
The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.
• Serves as the primary point of contact for assigned programs.
• Designs and executes the structure of the contracted workforce program to ensure complete and accurate tracking of the contracted workforce.
• Designs, implements, and manages training for assigned programs.
• Oversees the alignment of the contracted workforce policy other agency policies and contract requirements.
• Auditing compliance with contracted workforce policy to ensure proper and timely on-boarding, off-boarding.
• Serves as the primary reviewer on behalf of PCD for requests involving contracted workforce.
• Provides support to any programs affecting the contracted workforce, including enforcement of safety mandates and related coordination on messaging, questions, and tracking.
• Provides reports as requested on any programs or projects as assigned.
• Provides agency orientation and training as appropriate to promote and implement assigned programs and projects.
• Develops, implements and administers modifications to assigned programs to ensure continuous improvement.
• Liaises with project teams and staff throughout the agency to discuss upcoming needs and requirements for planned actions, issues and strategies.
• Ensures clear and consistent information sharing.
• Develops and maintains reports on program or project metrics.
• Responsible for developing and providing presentations to staff at all levels, including agency leadership.
• Coordinates and communicates with PCD leadership to ensure program(s) is developed in alignment with Agency policies and expectations.
• Administrative tasks are an everyday part of this position and could include writing and formatting letters, creating and populating spreadsheets, creating and maintaining files, developing and delivering comprehensive reports, communications, and project presentations, reviewing compliance with policies and procedures, scheduling meetings, preparing materials, which include making copies and collating, and coordinating with staff.

MINIMUM QUALIFICATIONS:
Education and Experience:
Bachelor’s Degree and four years of experience working on projects/programs across disciplines, implementing cross-departmental systems, developing organizational strategies or procurement and contracting experience; OR an equivalent combination of education and experience.
Required Licenses or Certifications:
None.
Preferred Licenses or Certifications:
• Project Management Professional Certification (PMP).

• Policy and procedure development and implementation, along with interpreting and administering policies and procedures sufficient to administer, discuss, resolve, and explain them to staff and other constituencies.
• Interpreting and applying applicable federal, state, and local laws, codes, and regulations.
• Knowledge of procurement and contract concepts desired.
Physical Demands / Work Environment:
• Work is performed in a standard office environment most of the time.
