Project Manager, Environmental Assessment and Studies 

Public Works – Water and Wastewater

Status: 2 Positions; 1 Regular Full Time & 1 Contract Full Time (13 Month Duration)

Salary Range: $100,172 to $125,213 per annum plus comprehensive benefits

Work mode: HybridMinimum 1 day onsite which can increase based on operational requirements 

Location: 10 Peel Centre Drive, Brampton, ON

Hours of work: 35 per week; Monday to Friday

What you will do in this role:  

  • Leads and develops Master Plans, Environmental Assessments, Risk Assessments, and new Development related capital plans and strategies, technical/feasibility studies in collaboration with staff from water operations, capital works and external agencies leading to the preliminary designs for capital works projects
  • Leads vulnerability and risk assessment studies of Region’s water/wastewater system; identifying threats to the network; identifying the specific assets that may be impacted by the identified threats and the relative criticality of these assets
  • Leads the development of CPMM documents and ensures projects are monitored and completed using this methodology.
  • Identifies resources/stakeholders and assembles and leads project teams from internal support, internal stakeholders, and external consultants or services
  • Prepares project charters, terms of reference, identifies scope and deliverables of projects
  • Develops and prepares request for tender (RFT), request for proposals (RFPs), request for quote (RFQ)
  • Preparing technical specifications, preparing form of tender and special provision for projects, assembles bid and proposal submission evaluation teams prepare Council report and procurement award
  • Monitoring of all project financial aspects, progress and negotiates project changes in scope to minimize Peel’s financial risk while maintaining the quality and schedule of the project
  • Supervise consultants and contractors
  • Develop and execute communication plans with public/council and other key stakeholders
  • Collaborates with approval agencies (MOE, MNR, CA, Utilities, Landowners, Developers, DFO,etc.) in the execution of the project
  • Provides technical input and necessary support in the development and application of Region’s asset management system(s)
  • Provides comment on development applications, secondary plans, official plan amendments, district plans and servicing plans/studies
  • Identifies and initiates new business requirements to improve current practices and better assess infrastructure needs
  • Collaborates extensively with Area Municipalities on all aspects of new infrastructure coordination and planning and with external utilities (telephone, gas, hydro, roads, etc)
  • Respond to internal clients and consumer enquiries

What the role requires: 

  • University/College degree in Civil or Environmental Engineering combined with a minimum of 5 years relevant experience, P. Eng preferred
  • Strong technical knowledge of water and wastewater infrastructure and related functions (pressure zones, sewer sheds and sewer catchment areas, fluid mechanics, hydraulics, inflows, condition assessment and engineering technologies)
  • Strong knowledge of the Municipal Class Environmental Assessment process
  • Able to interpret and understand technical data related to project preliminary design, infrastructure conditions and asset life cycle
  • Advanced knowledge and reading ability to understand engineering drawings
  • Ability to develop project scope, financial impacts, deliverables and management of consultants
  • Project preparation and planning skills to identify and manage resource, funding and scheduling issues, collaboration skills to work with approval agencies and internal/external stakeholders
  • Able to delegate work among project teams, coordinate logistics and develop short and long terms plans/strategies to meet deliverables of projects
  • A clear understanding of engineering principles in the civil engineering field, strong project preparation and planning skills and project financial and team leadership skills
  • Skilled in using and applying Excel, Word, PowerPoint, Access, database programs, Micro-station
  • Combination of education and experience may be considered

Skills/Abilities:

  • Strong leadership and project management skills with the ability to lead with out formal authority
  • Strong verbal and written communication skills to present project components to senior management, Council, stakeholders and public information meetings
  • Strong problem solving skills to evaluate stakeholder input, technical and logistical components and develop appropriate cost effective solutions
  • Demonstrate a commitment to diversity, equity, and inclusion through continuous development, modeling inclusive behaviors, and proactively managing bias

Nice to have: 

  • Technical skills in AutoCad and GIS applications are an asset

Work Mode & Job Location: In this role you will have the ability to work remotely and attend on-site when required based on operational requirements at the 10 Peel Centre Drive, Brampton, ON worksite.  The frequency of on-site activities may vary on a weekly basis and based on operational requirements. Your remote work location must be located within the province of Ontario.

Hours of Work: 35 per week; Monday to Friday.
