Temporary Project Manager, Early Years and Child Care Services
Job Description
The Project Manager – Early Years System, is responsible for project leadership of Early Years and Child Care Services projects with a focus on development of a new technology system for EYCC funding programs including providing expert advice, guidance and project planning directly contributing to the development and implementation of Early Years and Child Care initiatives and programs.
- Ensures project alignment and integration with concurrent EYCC transformation initiatives
- Collaborates with other planning leads to ensure that projects are integrated into the development of a broader EYCC and Human Services planning framework that is aligned with corporate priorities.
- Uses project and change management best practices to plan, manage and fully implement high profile EYCC initiatives. This includes supporting and managing the work of internal and external groups and committees.
- Supports internal and external partnerships with the implementation of EYCC Initiatives and Programs.
- Prepares and/or delivers presentations/reports and recommendations on project work internally to Human Services staff and senior leadership and externally to community committees/groups as needed.
- Develops a project charter, and project management implementation plan that develops and monitors the execution of clearly articulated milestones and actions. This involves managing the competing priorities of several smaller projects that comprise the overall plan, and supporting the working groups and committees responsible for various elements.
- Works cohesively with consultants including developing deliverables, timelines, and monitoring contracts, invoices, etc.
- Plans and facilitates meetings with project resource staff and external partners including child care agencies, Provincial staff and other municipalities to ensure ongoing stakeholder engagement and support change management. A collaborative approach is key to success of these initiatives and building internal and community capacity is central to all aspects of the various projects.
- Develops and manages a communication strategy for all communication and marketing initiatives related to the EYCC projects. This includes Council reports, community reports, newsletter messaging and media releases.
- Manages complex projects involving both internal and external partners on high priority – high profile system change initiatives. These projects will leverage and maximize existing resources to enhance the capacity of Peel’s Early Years and Child Care system to provide inclusive, high quality and, client-focused service resulting in improved outcomes for children and families.
- Shares expertise with service managers through OMSSA and other vehicles, to support the development and implementation of EYCC initiatives that meet local community needs and align with provincial guidelines
What the role requires:
- University Degree in human services or public administration, with a strong foundation in strategic planning and project management principles and methodology, or equivalent education and experience.
- Minimum of 5 years demonstrated project management and/or strategic planning implementation experience moving initiatives with multiple components forward through both development and implementation phases.
- Strong knowledge of Early Years and Child Care is an asset, inclusive of related provincial legislation (Child Care and Early Years Act) and modernization initiatives (Ontario Early Years Framework)
- Project Management courses with thorough knowledge of Project Management Principles and Practices and demonstrated ability to manage complex projects through all 4 stages of Project Management
- Strong short and long term planning with demonstrated ability to phase in and execute complex and multi-year plans
- Strong knowledge of community resources/services available to residents of the Region of Peel
- Knowledge of performance measurement to ensure evaluation and continuous improvement is built into the implementation framework
- Knowledge of systems used to support the delivery of Human Services programs and services such as Microsoft Office and OCCMS and GovGrants
- Combination of education and experience may be considered

- Ability to lead, manage, influence and motivate internal and external stakeholders and teams
- Experience in applying change management principles and methodologies and the ability to lead as well as manage and support change
- Demonstrated ability to develop and implement project plans and monitor budgetary impacts
- Solid research and analytical skills to gather, analyze and synthesize data and develop recommendations as necessary
- Highly -developed communication skills, both oral and written; proven ability to present to various audiences both internal and external Peel
- Demonstrates sound judgment and political acuity in communications and recommendations
- Ability to work independently and as part of internal and external community teams
- Effective interpersonal and relationship building skills to work collaboratively with internal and external partners/stakeholders
- Proven ability to problem solve and resolve conflict responding with tact and diplomacy
- Ability to manage time and priorities within a context of multiple competing priorities

Work Mode & Job Location: In this role you will have the ability to work mostly remote. You will be required to occasionally attend on-site meetings based on operational requirements at the 10 Peel Centre Drive, Brampton ON worksite. Your remote work location must be located within the province of Ontario.
