The WSLCB Licensing and Regulations Division is announcing an exciting opportunity for a Program Specialist 5 (MAST/RVP Program Manager) in Olympia, WA. This position reports directly to the Policy and Education Manager in the WSLCB’s Licensing Division. The position serves and complements the WSLCB’s mission and goals by:
- Administering all components of the statewide Mandatory Alcohol Server Training (MAST) Program and the Responsible Vendor Program (RVP) according to the statutes, rules and direction of the WSLCB.
- Leading and coordinating educational outreach activities for liquor establishments, outside organizations, associations and other stakeholders.
- Serving as one of the WSLCB’s Small Business Liaisons.

Duties
Some of the duties you will perform are:
- Develops, revises, implements, interprets and administers the programs in compliance with state laws, policies, and regulations.
- Implements rule and/or procedure changes and communicates changes timely and effectively to stakeholders.
- Exercises independent judgement and delegated decision-making authority regarding application of the MAST Program and the RVP statutes and rules to ensure fairness and accuracy.
- Reviews and certifies MAST Programs, by ensuring curriculum is in compliance with program standards (including conducting course audits and taking corrective actions).
- Works with providers to update their curriculum when laws/rules change that impact the MAST program.
- Hosts educational workshops and technical assistance for the programs, including delivering speeches and presentations.
- Builds and maintains cooperative working partnerships with governmental, community organizations, and licensee groups to increase the effectiveness of the programs.
- Leads and coordinates educational outreach activities for liquor establishments, outside organizations, associations and other stakeholders, and serves as one of the WSLCB’s Small Business Liaisons.
- Develops and coordinates educational materials and resources for the licensees, alcohol sellers, servers and stakeholders.
- Draft and propose best practices for liquor retailers relating to the safe and responsible sale of alcohol.
- Participates and represents WSLCB, division, and unit at fairs, shows, and other public gathering events.
- Supervises a Program Specialist 3.
Qualifications
Required Qualifications:
OR
A Bachelor’s degree in business administration or related field.
AND
OR
A Master’s degree in business administration or related field and one (1) year of supervisory experience.
