The WSLCB Licensing and Regulations division is announcing an exciting opportunity for a Non-Permanent Program Specialist 4 position in Olympia, WA, that will last at least 12 months long. This position is responsible for overseeing the product, packaging, and labeling review and approval program for liquor and cannabis submissions for the agency as established in the RCW and WAC’s. This role independently researches and analyzes submissions to ensure that they consistently comply with state laws and rules before they are approved to be sold to the public.
This process includes continued correspondence with licensees, stakeholders, and the public on complex requirements surrounding cannabis and liquor product, packaging, and labels. Much of this position is spent educating internal and external customers to give a clear understanding of the compliance requirements.
This position reviews hundreds of submissions per month and makes independent decisions on approvals, their judgement is trusted on those submissions, and that they know what should be brought to the Compliance and Adjudications Manager and Agency Director for further considerations. This position independently tracks all submissions and data points associated with the program in SharePoint and other Licensing systems.

Duties
Some of the duties you will perform are:
- Tracks and monitors submissions to ensure compliance with laws, rules, and policies, ensuring all products, packaging, and labeling meetings regulations before being approved to be sold to the public (Liquor and Cannabis).
- Exercises independent judgement in reviewing product, packaging and labeling documents for approval according to state laws, rules, and agency policies.
- Review and assessing product, package, and label submissions from licensees to ensure compliance with state laws, rules, and agency policies.
- Provides guidance to licensees and stakeholders to assist them in developing regulatory compliant products.
- Tracks submissions and extracts data for label submissions.
- Develops training materials and publications for internal and external customers on education about the packaging and labeling program requirements.
- Responds to inquiries from Enforcement Officers or the Advertising Specialist.
- Writes and edits training materials, publications or newsletters for internal and external distribution. Writes and edits new or revised policies and procedures, reviews and comments on the design and development of policy or interpretive statements and rules and recommends revisions as needed.
- Tracks the success of the program to identify areas where the program, public documents, and other materials could be improved.
- Works with program participants, staff, representatives of outside organizations and/or members of the public in defining requirements of the program.
Qualifications
Required Qualifications:
Experience for required qualifications can be gained through various combinations of formal professional employment and/or educational experience. See below for how you may qualify.
Option 1:
At least five (5) years of professional experience in analyzing, designing, and writing basic operating procedures.
Option 2:
A Bachelor’s degree or higher in Business Administration, Communications, Writing, Journalism, English, or related field,
AND
At least one (1) year of professional experience directly related to program, policy, or rule analysis.
