Full-Time Program Specialist 3 – Reentry Navigator
Job Description
Clark College is currently accepting applications for a full-time, permanent classified Program Specialist 3 – Reentry Navigator. The work schedule Monday-Thursday on-campus, Friday remote. JOB DUTIES AND RESPONSIBILITES:
Coordinate with regional and local community correction offices, re-entry centers, community corrections officers, and community reentry staff including training on post-secondary education opportunities available at the college(s).
Reach out to prisons, jails, and detention centers to recruit and educate justice-impacted individuals about opportunities in higher education by providing co-located support services within various regional detention centers.
Collaborate with Clark County Jail and prison-based corrections education programs to ensure a seamless transition for participants by assessing their “readiness” and addressing any known barriers.
Track all referrals, follow-up communication, and progress reporting in multiple systems of record including tracking into the Department of Corrections (DOC) OMNI system for currently incarcerated individuals and individuals under DOC supervision.
Work closely with the Basics Needs Navigator and other stakeholders to support student success, retention, and degree completion through consistent student engagement.
Assist participants with enrollment, financial aid applications (FAFSA), career planning, and warm referrals to support services.
Connect and co-enroll eligible participants into support services available at the college, including Basic Food Employment & Training (BFET), WorkFirst (WF), Worker Retraining (WRT), and other services provided under the Workforce Innovation & Opportunity Act (WIOA).
Develop peer mentoring programs and facilitate the creation of student support groups for justice-impacted and formerly incarcerated individuals.
Prepare and maintain documentation and quarterly reports for the SBCTC to comply with the Corrections Education grant guidelines and program assurances.
Cultivate strong partnerships with community-based organizations and Clark College departments to help promote student success.
Maintain and update Clark’s Reentry Program’s policies and procedures manual in coordination with WES Administrators.
Perform related duties as required.
POSITION REQUIREMENTS AND COMPETENCIES:
Candidates will be evaluated based on application materials, including the supplemental questions and personal interview(s), and will be required to demonstrate competencies in the following areas:
Associate’s degree AND two (2) years of professional experience in higher education, social services, or criminal justice-related degree program, OR a Bachelor’s degree in education, social services, or criminal justice-related degree program; OR four (4) years of related experience in higher education, social services, or criminal justice related field.
Must possess a reliable means of personal transportation.
Experience using Microsoft Office Suite, including MS Word, Excel, Outlook, PeopleSoft (or a similar information management system).
Experience working with an academically, racially, culturally, and economically diverse student population, interpreting and applying policies, rules, and regulations, and providing high-touch client support.
Experience with workshop facilitation and public speaking.
JOB READINESS/WORKING CONDITIONS:
Ability to pass a background check administered by Clark College, the Department of Corrections, Clark County Jail, and other reentry centers across the region.
Planning and coordinating skills with strong attention to detail.
Strong oral, written, and interpersonal communication skills to effectively communicate with diverse groups and individuals.
Knowledge of community supports that are available to low-income individuals.
Strong organizational and problem-solving skills.
Ability to work well with people of all ages from academically, culturally, and socioeconomically diverse backgrounds.
The initial appointment will include a 6-month probationary period and the employee will earn permanent status after successfully completing probation.
This position is represented by Washington Public Employees Association.

SALARY/BENEFITS:
Salary Range: $4,740-$6,384/month | Step A-M (commensurate with qualifications and experience) | Range: 53 | Code: 107J
Successful candidates typically start at the beginning of the salary range and receive scheduled salary increment increases.
