Title: Program Optimization Officer, Documentation, Analysis, and Learning
Department: Catalytic Initiatives and Program Optimization
Location: Washington, DC preferred; open to full-time remote
Reports To: Associate Director, Program and Health Systems Optimization
Classification: Full-time, non-exempt

How will you fight for an AIDS-free generation?

The Program Optimization Officer, Documentation, Analysis and Learning (POODAL) will work as a key member of the Catalytic Initiatives and Program Optimization unit, under the leadership of the Associate Director Program and Health Systems Optimization. They will provide technical and operational support to the Program Optimization team and will oversee the documentation, analysis and use of POA and Quality Improvement (QI) work of country staff in collaboration with global teams. They will provide leadership and technical guidance to Technical Strategy and Innovation (TSI) departmental units and countries on the analysis of program optimization data using digital applications, the documentation and curation of QI/POA learnings, expansion of continuous quality improvement practices and the use of data to better inform and strengthen program implementation and decision-making.

The ideal candidate for this position is a person having solid experience in documentation and analysis and preferably, quality improvement at organizational level through working across multi-departmental and multi-disciplinary teams. In addition, strong people, communication, information technology, project management, evaluation and presentation skills are imperative.

No two days are alike at EGPAF, but what can you expect in this role?

Program Optimization

  • Serve as primary EGPAF’s Program & Health System Optimization (PHSO) team liaison for global departments
  • Support global teams and assigned country teams in the development, revision and implementation of program optimization and quality improvement plans
  • Ensure supported countries have up to date IRB clearance for QI and POA implementation
  • Lead, coordinate or support various POA/QI related Technical Assistance projects;
  • Lead, coordinate or support new business development efforts;
  • Assist the Associate Director, PO in setting strategic directions for the unit and introducing innovations and efficiencies to the team.

 

Documentation & Analysis

  • Ensure that global and in-country POA and QI initiatives are properly monitored and reported on through existing mechanisms; conducting data reviews, analyses and dissemination (documentation) of best practices
  • Coordinate and work closely with global SIE backstops, Country Officers, Research officers and TA officers in monitoring, evaluation and documentation of POA/QI interventions, lessons and experiences.
  • Serve as team lead for QI/POA mobile and web application development and maintain and encourage the use of these platforms for QI/POA project tracking and monitoring
  • Routinely analyze and apply lessons emerging from program implementation using the triangulation of data from multiple sources, such as DATIM, QI/POA data and patient-level sources
  • Serve as Catalytic Initiatives and Program Optimization analysis lead for strategic technical priority areas, such as AHD, Retention, PrEP, pediatrics, and index testing and collaborate with other MSA units to disseminate findings
  • Develop and maintain Power BI dashboards for analysis projects and as requested by Catalytic Initiatives and Program Optimization team members

 

Learning

  • Maintain existing QI/POA knowledge capture and sharing activities using platforms, such as SharePoint, Microsoft Teams, Power BI and Power Apps
  • Work with global and in-country teams to coordinate and prepare QI and POA learning sessions in-country and across countries using collaborative learning methodology and where appropriate electronic platforms (Zoom, Microsoft Teams, SharePoint)
  • Facilitate capacity building in QI/POA systems thinking, data-based decision making, knowledge management and continuous improvement
  • Co-manage Program Optimization knowledge management platforms (SharePoint, Microsoft Teams), including the development and maintenance of technical content
  • Proactively identify opportunities for and develop abstracts, change packages, storyboards and manuscripts
  • Participate in national and international meetings, conferences or other forums as requested

 

To be successful, you will have:

  • A graduate/post graduate university degree, in public health, and/ or program management and evaluation, preferably with a focus in HIV/AIDS or equivalent degree (or proven equivalent experience)
  • Experience in data analysis, data modelling, database design, data interpretation and use; managing and/or using quantitative methods for basic analyses of large data sets using Excel and/or statistical packages
  • Excellent verbal and written communication skills in English (required) and French (highly desired)
  • Demonstrated expertise in developing best practices papers, newsletters, program briefs, or journal articles;
  • Specialized training in improvement of quality of health services and/or health informatics, evaluations, data analysis, project management will be a major plus

 

Bonus points if you have:

  • Demonstrated expertise working within multi-cultural and multi-national teams in developing countries, including with Ministries of Health and/or other implementing partners.
  • Demonstrable experience with the Microsoft Platform (any of the following: Microsoft Office, Power BI, SharePoint, Power Apps, Teams) and/or experience with data management and visualization software
  • Proven ability to work effectively as member of dynamic team in fast-paced environment
  • Capacity and motivation to acquire new knowledge and skills in a short time.
  • Ability to make critical decisions independently, take initiative, manage multiple priorities and meet deadlines.
