Job Description
Salary range is $65k to $145k, with a midpoint of $105k. New hires typically receive between minimum and midpoint, however, we may go slightly higher based on experience, internal equity and market.

Reporting to the Director of Portfolio Integrity, the Program Manager – Portfolio Governance will help develop and implement the agency’s internal portfolio governance program. With goals of creating clarity in roles and responsibilities and project decision-making frameworks, this position will leverage best practices and drive cross functional collaboration to develop and manage a unified, streamlined program that aligns with the Agency’s project management methodology, toolkit and training. GENERAL PURPOSE:
Under general direction of the Director of Portfolio Integrity, the program manager will manage and coordinate the development, implementation, and execution of the agency’s internal portfolio governance program. The position will assist in the development of a unified, streamlined program and will ensure alignment with the Agency’s project management methodology, toolkit and training. The program manager will support a decision-making structure that enables successful delivery of the Agency’s capital projects and transit service delivery objectives. The position will be responsible for leveraging industry best practices, creating clarity of business processes, roles and responsibilities in the decision-making framework, and ensuring appropriate stakeholder engagement and communication. The program manager will monitor the effectiveness of the program, ensure effective and transparent reporting, ensure risk and issue management and build continuous improvement into the program.
This position will coordinate and work across the Agency and will need to exercise independent judgment, initiative, and decision-making, and uphold Agency values.
ESSENTIAL FUNCTIONS:
The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.
• Serves as the primary point of contact for the Portfolio Governance program, including unified project Phase Gate, change management control boards and project reporting forums.
• Develops and executes the structure of the program and related project governance boards to a) ensure agency readiness for project milestones throughout the life-cycle of projects; and b) provide a clear framework to support project teams in decision-making.
• Develops, implements, and administers modifications to the governance program to ensure continuous improvement.
• Liaises with projects teams and staff throughout the agency to ensure preparedness for decision-making and discusses work underway, requirements for planned actions, issues, and strategies for next steps/actions.
• Ensures clear and consistent information sharing, in collaboration with Project Controls’ reporting.
• In collaboration with Project Controls’ reporting, develops and maintains reports on program performance metrics to re-evaluate and assess program effectiveness and efficiencies, and ensures appropriate monitoring, reporting systems and procedures are in place to meet program objectives.
• Provides independent assessments of existing boards, processes, procedures, and policies to integrate and leverage for the unified governance program, where applicable.
• Coordinates with the Project Management and Resourcing team as needed to ensure proper training is developed and deployed that aligns with the internal governance program, and to ensure the governance framework and project management practices and tools are aligned.

MINIMUM QUALIFICATIONS:
Education and Experience:
Bachelors Degree and four years of experience working on complex projects/programs across disciplines and three years of experience implementing cross-departmental and enterprise systems and developing organizational strategies; OR an equivalent combination of education and experience.

Physical Demands / Work Environment:
• Work is performed in a standard office environment most of the time but also may involve occasional time at construction sites and facilities.
