Full-Time Program Manager, Monitoring, Evaluation and Learning (MEL)

Job Description

Role summary
This Program Manager is AVAC’s lead champion and expert, and advocate for monitoring, evaluation, and learning. Under the overall guidance of the Director: Policy, Data & Analytics, and working closely with AVAC’s senior management team, the Program Manager is charged with managing the organization’s MEL process and system to assess and report on key performance indicators and measures to meet donor-specific requirements.

The Program Manager is a key part of AVAC’s brain trust, and leads the identification of needs, designs structures, supports both staff and partners to engage in MEL, and is the lead implementer supporting AVAC’s data collection and use capacity. The Program Manager will be based in AVAC’s New York office and work with the Policy, Data & Analytics team, an external MEL Consultant, as needed, and AVAC staff and partners to continually refine and measure results, progress, and procedures for data collection with a goal to improve reporting and decision-making.

Founded in 1995, AVAC uses communication, education, policy analysis, advocacy and a network of global collaborations to accelerate the ethical development and global delivery of HIV prevention options as part of a comprehensive and integrated response to the epidemic. AVAC works across the “research-to-rollout” continuum in solidarity with individuals and groups most impacted by HIV.

Essential job functions
Program Management
• Lead implementation and continuous improvement of AVAC’s MEL strategy; develop procedures for the MEL of all program activities and organization-wide.
• Train and support staff and serve as a key implementer of MEL activities across AVAC.
• Develop and refine MEL tools and data collection procedures.
• Maintain management information systems to identify potential improvements, modifications and/or resource needs.

Monitoring and Evaluation
• Lead implementation of all MEL initiatives for AVAC, including monitoring data quality, tracking the progress of activities, and contributing to staff and partner capacity building initiatives as necessary.
• With AVAC staff and partners, define quantitative and qualitative indicators and tools to monitor program progress.
• Support AVAC staff and partners to properly document, organize and capture program progress.
• Prepare periodic MEL reports for AVAC grants, donors and board.
• Support program and grant managers in preparing and reviewing donor reports to ensure high quality reports are submitted on time and ensure that donor, partner, and AVAC management queries are addressed in an accurate and timely manner.
• Review sub-grant agreements and reports to ensure MEL systems are consistent and compatible and data is captured across AVAC’s partner network and integrated into data analyses and reporting.
• Provide high quality technical and methodological guidance to support development of AVAC proposals to funders.

Knowledge Management and Learning
• Keep abreast of developments in AVAC program changes and progress in order to advise and recommend tools and strategies to increase program performances and results.
• Build and refine systems that facilitate data collection, management and flow within and across programs.
• Identify strengths and weaknesses in existing data collection and management systems and propose solutions.
• Conduct, and/or support staff, consultants and contractors to conduct, program and project evaluations.
• Develop institutional structures for lesson-learning and durability of learning on quality assurance related to accurate and efficient data collection and other MEL processes.
• Contribute thought leadership and technical support to critical reflection on MEL results and sharing of lessons with AVAC staff, AVAC’s partners and stakeholders.

Position qualifications
• Experience in designing tools and strategies for quantitative and qualitative data collection, analysis and production of reports across geographies, cultures, organizations and networks.
• Experience with donor MEL reporting requirements.
• Advanced skills with Excel, PowerPoint, word processing and data analysis.
• Excellent writing, editing, content development and presentation skills.
• Knowledge of and commitment to HIV/AIDS, international health and development issues and programming a plus.
• Ability to travel domestically and internationally up to 20% of the time.
• Master’s degree and experience related to global health programs and/or advocacy a plus.

• Ability to convey complex ideas in a clear and direct style.
• Excellent multicultural and interpersonal and communication skills, including the ability to facilitate relationships and interact effectively with others inside and outside the organization and a proven ability to engage with staff, collaborators and partners from a wide range of backgrounds and cultures.
• Self-starting, independent and able to take initiative.
• Highly organized.
