Job Description

Health Systems Division (HSD), Medicaid Section is responsible for providing clinical direction to the Medicaid program, as well as ensuring that Medicaid program clinical services are aligned and working in tandem with those provided in other parts of Oregon Health Authority. The Medicaid Section oversees the Oregon Health Plan (OHP), Oregon’s innovative Medicaid program.


The Medicaid Section is seeking a Fee For Service Program Clinical Director (FFSPCD) to provide clinical direction for the Fee For Service (FFS) program and serve as advisor to the OHA Chief Medical Officer (CMO) and the OHA Medicaid Medical Director (MMD). As the FFSPCD, you will assist in implementation of the division’s mission by leading the transformation of the FFS program, centering equity, and setting goals and objectives that support OHA’s mission and program direction. You will assist with program planning, work to integrate behavioral, physical and oral health workstreams, and enhance continuity and uniformity of clinical and program decisions between the Medicaid Section and the rest of the agency.

WHAT WE ARE LOOKING FOR:

  • A medical doctor (MD) or Doctor of Osteopathic Medicine (DO) degree. You must obtain a license to practice medicine in Oregon within 6 months of hire.
  • Proven experience to interpret relevant laws and regulations and represent OHA’s interpretation and application of these at public meetings, including administrative law hearings.
  • Progressive experience to augment current medical information with new medical knowledge and to use sound clinical judgment in leading its application to the MAP.
  • Preference may be given to applicants with a MBA, MPH, MPA degree or working knowledge in managed care, medical contracts and state policy initiatives or working experience in medical utilization review or other administrative medical experience.
  • Experience in advancing health equity, addressing systemic health inequities and collaborating with diverse communities most harmed by social injustice and health inequities.
