As the Program Analyst you will be responsible for serving as a program performance, tech system and data Subject Matter Expert. This role works to contribute toward the furtherance of Career Path Services programs as required by program operations leadership, while also providing WIOA subject matter expertise from time to time in support of ongoing WIOA program operations in various areas. This may include serving in a part time or interim capacity as a program and compliance specialist for WIOA programs or supporting One-Stop Operator work at one or more Workforce Development Areas.

This role is full time and will be hybrid (remote work and occasional in-person work) based out of our Washington State locations. Candidate must live in Washington State or Idaho. This role is a new position growing the team in our Program Operations Support Team (POST)

ABOUT THE JOB

The Program Analyst serves with one foot in the CPS technology and data team and the other foot in the CPS POST team as a remotely deployable team member to provide surge support / coverage or consulting to area program operation leaders as needed. The major responsibilities of this position include, but are not limited to:

CPS Tech & Data Team Functions:

  • In support of CPS leaders (statewide & local area based) and fund source leaders, lead the development, implementation, and maintenance of the data systems to enhance program outcomes and reporting.
  • Deliver associated staff training / provide ongoing subject matter expertise and staff assistance as needed.
  • Manage, organize, and coordinate the various data systems utilized by Career Path Services to ensure consistent data collection processes and that data is stored securely and efficiently, including:
    • Ensure accessible, secure, high-integrity data collection, entry, storage, analysis, and reporting.
    • Work with staff to conduct and monitor all data collection procedures for Apricot Database and ensure the integrity of Apricot database content, and reports.
  • Utilize Continuous Quality Improvement methods to understand client/customer perspective, improve service delivery, and optimize workflows and processes. Implement data exploration and analysis methodology to transform data into usable information. This includes:
    • Partner with operational staff on special data projects; maintain programmatic data requirements.
    • Communicate results in writing and create visualizations for maximum comprehension by diverse audiences which may include partners, current and potential fund sources. Prepare data for board review which may include financial information.
    • Provide information and analysis for the purpose of program development and strategic leadership.
    • Recognize human patterns and trends and translate them into powerful stories, presenting findings.\
    • Maintain, contribute to, and disseminate knowledge exchange of industry-wide best practices, benchmarks, and trends.
    • Ensure system for collecting and evaluating customer feedback for all program areas and continuous quality improvement of systems and processes.
  • Develop reports, dashboards, and visuals to provide quick and accurate insights into programmatic performance, and to help communicate stories about the work of Career Path Services. This includes:
    • Maintain / improve program performance monitoring processes, technology, and reporting systems.
    • Maintain and improve program outcome monitoring processes and reporting, and providing recommendations including, but not limited to, managing systematic surveys, interviewing, and follow up with participants.
    • Produce timely, transparent, reliable, accurate reports as needed to maintain grant compliance and industry best practices and leadership.
  • Support CPS Agency Wide IT Help-desk function, including serving as Level One support for all employees on the CPS technology backbone. Do this in concert with the Business Intelligence Analyst and contracted IT Service Provider.

CPS POST Functions:

  • Develop, demonstrate, and maintain programmatic knowledge and competency in all CPS programs by utilizing internal and external policy, as well as pertinent law, regulations, and legislation.
  • For assigned coverage areas, serve as Subject Matter Expert on WIOA law, regulations, legislation and policy, local plan, and policies.
  • Participate in LEAN process management in support of program and One-Stop operations.
  • Support as needed eligibility determination to check for accuracy and completion.
  • Train practitioners in communicating program eligibility criteria, including eligibility packet/application submission and income verification as needed.
  • Maintain platforms used to ensure accurate and timely collection of data into appropriate MIS databases for adherence to policies and in accordance with established procedures and processes.
  • Maintain confidentiality concerning sensitive data including, but not limited to customers, employers, employees, fund sources, and program operations.
  • Collect and report programmatic and financial data for Agency use.
  • Generate standardized reports for case management, performance, and quality control. Utilize the database and other data sources as necessary to create and provide standard, specialized and ad-hoc reports requested by workforce development system partners.
  • For assigned areas, act as point of contact for all things related to Career Path Services’ participant/programmatic payroll system including setup, monitoring, WEX agreements, and Host site certifications.
  • For assigned areas, review/approve support service vouchers according to applicable unit policy for assigned Branch/Service Area and as a back-up to other Branch/Service Areas as needed.

Technical Competencies and Skills

  • Ability to synthesize information from a variety of sources to draw conclusions and an ability to communicate information (verbally and in writing) in a respectful manner that ensures full comprehension for all parties.
  • Able to work with minimal supervision and prioritize workload while maintaining confidentiality in a dynamic, fast-paced environment.
  • Ability and willingness to learn and become the Subject Matter Expert on WIOA, other legislated programming and data systems like ETO and EJAS as pertains to reporting.
  • Exceptional communication, writing skills and data analytical skills.

EXPERIENCE/POSITION REQUIREMENTS

Required

  • A High School Diploma or GED.
  • Advanced level use of Microsoft Word, Excel, Access, PowerPoint, and Outlook; Oracle, and other business-related networking applications, as appropriate.
  • Minimum two years’ experience in advanced clerical, computer-oriented position, such as Analyst, Data or Business Analyst, IS, IT Administrative Specialist, Financial Analyst, Programmer, or related field, but not exclusive.
  • Excellent working knowledge of computer systems and applications required, including word processing and database use.
  • Top communication skills, both oral and written, are imperative.
  • Must be able to work in a culturally diverse and fast-paced environment and demonstrate a commitment to diversity, equity, and cultural competency.

Preferred

  • A business school or college degree in: Information Systems, Computer Science, Business Administration, or related field.
  • Level-1 IT help-desk support experience.
  • Experience in workforce development.
  • Demonstrated success working with people from a variety of backgrounds which may include disabilities, criminal history, homeless, family violence, poverty, etc.

Job: Program Analyst
Primary Location: Statewide, Washington State
Salary: Full salary range is $64,000 – 90,000 annually. Most starting salaries start at or near the base of the range, however could be higher DOE.
