Job Description
- Manage and direct all phases of professional or specialized firm contract administration and support Engineering Managers and Engineering Supervisors by:
- Scoping projects and contracts.
- Preparing and reviewing internal estimates.
- Establishing salary rates for job classifications for internal estimates.
- Coordinating with the NCDOT’s Office of Inspector General and Consultant Audit teams.
- Preparing advertisements and web postings.
- Selecting chairpersons and assisting in preparation for selection committees.
- Reviewing labor cost estimates prepared by professional service firms.
- Negotiating or assisting in the negotiation of professional services contracts and purchase orders.
- Preparing and executing engineering agreements and entering them into our online SAP database.
- Preparing agenda items and presenting to the Board of Transportation.
- Serve as our lead for Contract Monitoring and Tracking, running SAP reports, and establishing/maintaining our database for performance evaluations.
- Track outstanding workloads for professional services firms.
- Develop and administer a 360-degree evaluation of firms and NCDOT performance on PSSF contracts.
- Monitor professional service contracts to ensure Disadvantaged Business(DBE)/Small Professional Services Firms (SPSF) usage and resolve conflicts during contract performance.
- Provide subject-matter guidance to engineers in their operations and tasks.
- Provide supervision and oversight to ensure the accuracy of work of engineers.
- Provide technical guidance to engineers regarding NCDOT policies and procedures.
- Professional or specialized firm contract administration oversight experience including the areas of contract preparation, scoping, and negotiation.
- Knowledge of the principles and practices of civil engineering, construction, and maintenance methods, materials, and equipment.
- Transportation engineering design procedures, practices, and techniques experience.
- Thorough knowledge of NCDOT and the responsibilities of our business units.
- Experience interpreting policies, procedures, regulations, and laws, and preparing legally sound documents.
- Demonstrated ability to balance work on multiple priorities to meet time-sensitive deadlines.
- Computer skills and experience using Microsoft Office, online databases such as SAP, and SharePoint.
- Bachelor’s degree in engineering, and
- 4+ years of relevant experience; or
- An equivalent combination of education and experience.
- We may require you to be registered as a professional engineer by the NC Board of Examiners for Engineers and Surveyors.
