The Opportunity
Led by the Regional Energy Projects Manager, this role will be embedded within the procurement team to support the Regional Energy Projects Team for the East and West Midlands, aligning with the Midlands Energy Hub for which energy projects and programmes can be developed and delivered. Building on the success of Nottingham’s Carbon Reduction, Energy and Sustainability Division this post covers the whole of the Midlands region. The successful candidate will be employed by Nottingham City Council. Applications are invited across this geographical region, with Nottingham being the main place of work. There will also be the option for some home working as agreed with the line manager.
The Role
Contribute to the overall procurement strategy for the Department and ensure that it correctly reflects the specific service or category area for which they have expertise and experience
Use commercial understanding of the service or category area to identify realistic options for how goods, works and services could be procured.
Provide in depth analysis of procurement performance, using qualitative and quantitative methods in order to make firm recommendations to senior stakeholders that will influence the future procurement approach
Influence category managers, commissioners, or heads or service, or elected members, to make sure that Sourcing Plans take into account Public Procurement Regulations including the Councils Contract Procedure Rules and European Procurement Legislation. The post holder has the responsibility to ensure relevant procurement legislation is adhered to in order to secure the reputation of NCC.
Provide support and advice as required to ensure wider business continuity and emergency planning and undertake any other tasks which are reasonable as directed by the Regional Energy Projects Manager or Head of Energy Services (NCC).
Skills & Experience required
Well developed procurement knowledge with a clear understanding of the local and national provider market.
A specific knowledge of Local Government and EC Procurement legislation.
Significant expertise and knowledge of procurement practices, techniques, markets, innovative procurement methods.
Possess strong influencing and negotiation skills in order to drive close working relationships with commissioners and service managers in other City Council departments and partner agencies to ensure that effective and appropriate joint collaboration is pursued
Qualification of MCIPS or capable of demonstrating an equivalent level of knowledge through experience.
