Role: Principal Strategic Planning Officer REF 14307
Contract Length: Until 22 December 2023
Location: Hybrid/Peterborough – once per week in the office
IR35: Inside
Pay Rate to Intermediary: £28.64 – £31.36 per hour

Spinwell is recruiting for a Principal Strategic Planning Officer for an excellent opportunity within the public sector.

RESPONSIBILITIES OF THE PRINCIPAL STRATEGIC PLANNING OFFICER

  • Progress the Local Plan and other planning policy documents working with external stakeholders, other Council departments and the public.
  • Prepare, monitor and review the Local Plan and other planning policy documents for Peterborough to a standard and quality that are recognised for their excellence.
  • Provide high level planning input to sub-regional documents working with internal and external partners and stakeholders.
  • Contribute to and manage corporate and inter-departmental projects including private sector developments. This will include major urban extensions and commercial proposals. It will also include the management of external consultants and team work with stakeholders
  • Adopt a problem-solving, creative and innovative approach to ensure that tasks and projects consistently achieve their objectives within budget and on time.
  • Prepare and present information and written and oral evidence as an expert witness on behalf of the Council at public local inquiries, examinations, hearings and written appeals as required.
  • Provide guidance and advice to the public and stakeholders on major development, planning policies and related research matters.
  • Deputise for the Planning Policy Manager and other senior staff as appropriate.
  • Co-ordinate the work of staff within the team including staff management as required by the Planning Policy Manager
  • Work on other policy and research projects as required by line management.

 

SKILLS/EXPERIENCE OF THE PRINCIPAL STRATEGIC PLANNING OFFICER

  • A thorough knowledge and understanding of current town planning issues and legislation, especially in the fields of planning policy and statutory development plans.
  • A thorough knowledge of project management techniques.
  • A thorough knowledge and understanding of regeneration and growth issues including relevant legislation and the role of stakeholders
  • The ability to prioritise work and meet deadlines in a complex environment with conflicting demands from colleagues and stakeholders.
  • The ability to liaise with, negotiate and influence developers, landowners, other local authority officers and other interested parties including members of the public, and to develop good working relations with external organisations.
  • Excellent policy development and report writing skills, with the ability to analyse complex issues and information, draw creative conclusions, and write policy statements with clarity and precision.
  • The ability to lead and manage their own work and the work of others flexibly according to changing and conflicting priorities.
  • The ability to co-coordinate work with partners and stakeholders across the growth regeneration and statutory planning agendas.
  • The ability to exercise initiative and work independently with limited managerial supervision.
  • The ability to explain complex policies and proposals to the public and stakeholders and present reports and evidence at meetings, public inquiries and examinations in public.
  • Good skills in public speaking and dealing with all forms of the media.
  • The ability to manage staff and budgets including external consultants.
