Job Description
The City of Worcester is seeking qualified applicants for the position of Principal Grants Acquisition for the Budget Division within the Office of Administration and Finance. Under the direction of the Assistant Budget Director of Grants, the position is responsible for identifying grant opportunities for various City departments, work with City staff to develop well written grant proposals, maintain, and analyze data and information to include in grant proposals, and submit grant proposals on behalf of various City departments. The position will develop sub-recipient contracts, work with departments to complete, and submit required reports to granting agencies, and prepare various written reports to government bodies to inform them of specific grant opportunities.

ESSENTIAL ELEMENTS:
- Research and identify various grant opportunities on behalf of City departments
- Create and maintain model language and statistics to use in grant applications
- Submit grant proposals to private, state, and federal agencies on behalf of the City
- Coordinate the circulation and execution of grant documents
- Review and edit grant and donation resolutions for City Council approval
- Create and maintain a monthly newsletter of grant opportunities for distribution to City departments
- Develop or review sub-recipient grant contracts on behalf of various City departments
- Complete and submit, or assist various City departments with completing and submitting, required reports to granting agencies as appropriate
- Attend and participate in staff, department, or other meetings and/or conferences
- Make recommendations as to possible improvements in procedures or methods to enhance measurements and record-keeping and increase grant application and implementation effectiveness
- Follow and adhere to department, city, state and other government or regulatory rules, regulations, policies and procedures
- Perform other support/administrative or staff work activities as required
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:
- Knowledge of grant opportunities and grant solicitation processes
- Knowledge of laws, rules, regulations governing state and federal grant funds
- Knowledge of Microsoft Office products
- Knowledge of grants administration
- Ability to communicate effectively through verbal and written correspondence
- Ability to work independently and as part of a team, take initiative, and set priorities for meeting internal and external deadlines
- Ability to respond to changes in priorities based on workflow and deadlines
- Ability to establish and maintain effective working relationships with state, local and federal agencies
- Ability to coordinate the circulation and execution of grant documents
- Strong organization skills, with a focus on being detailed oriented
- Strong interpersonal and communications skills necessary
- Familiar with grant reports and documentation generation
- Experience with developing and reviewing sub-recipient grant contracts
- Strong technical writing skills, problem solving and analytical skills
- Strong collaborative and communication skills
- Strong time management skills
- Demonstrated computer proficiency, proficiency in Microsoft Office Suite
MINIMUM REQUIREMENTS:
- Bachelor’s degree in public administration, communications, English, or related field; OR,
- An equivalent combination of education, training, and five (5) years of experience that provides the knowledge, skills, and abilities to perform the required duties of the position will be considered in lieu of the above-mentioned requirements.
- Three (3) years of experience with grant writing
- Excellent communications skills
PREFERRED QUALIFICATIONS:
- Master’s Degree in Business/Public Administration, Communications, English, or related field
- Five (5) years of experience of grant writing
- Two (2) years of experience grant writing in a municipal, government or non-profit environment
- Two (2) years of experience with grants administration
SALARY RANGE: $66,204 – $86,616 annually, exempt, full-time, excellent benefits package.
