Primary Purpose:
The Principal Energy Administrator assesses all relevant policy developments, leads the team’s regulatory agenda and development of policy positions by partnering with SDG&E’s team of experts (e.g. regulatory case managers, government relations, and external relations). Manages company compliance with all regulatory requirements for procurement programs.
Duties and Responsibilities:
- Authors policy statements, testimony, pleadings, and compliance filings in regulatory proceedings. Collaborates with team-members on program design, competitive solicitations, and applications and the response preparation. Serves as SDG&E’s point person with regulatory agencies’ staff regarding procurement policy. Responsible for communicating SDG&E’s position, answering questions, and sometimes debating policy issues during PRG meetings, workshops, and other meetings with interveners, the IOUs, and CPUC Energy Division staff as requested.
- Serves as SDG&E’s point person during discussions with other Investor-Owned Utilities (“IOUs”) and other stakeholders regarding the impact of regulatory issues regarding mandatory procurement programs. Responsible for communicating SDG&E’s position, answering questions, and working to coordinate policy positions.
- Manage SDG&E’s compliance with the regulatory requirements related to mandatory procurement programs acting as the point person for coordinating efforts to meet these requirements. Including participating in the procurement process to meet those requirements. Conducts energy planning studies, develops energy forecasts and resource assessments, and prepares testimony. May be required to act as a company witness.
- Represent Electric & Fuel Procurement to in working with other departments within SDG&E coordinate SDG&E’s efforts towards: affecting policy, establishing goals, and creating new projects related to mandatory procurement programs.
- Researches, analyzes and provides advice/recommendations to SDG&E Electric & Fuel Procurement team and SDG&E Government Affairs regarding the potential impacts of pending legislation, regulatory proceedings and policy initiatives before the CPUC, FERC, CEC, CAISO, CARB and other agencies (including Federal level), including providing edits to proposed legislation from a procurement perspective to SDG&E Government Affairs.
- Briefs team-members on updates and changes, anticipates future changes, works with SDG&E Electric & Fuel Procurement management and team members to integrate regulatory requirements into practices, and provides interpretation of existing regulations to team members.
- Meets with external stakeholders such as interveners and community groups along with other team members and SDG&E Public Affairs for both informational and settlement purposes to present proposals, discuss and sometimes debate procurement programs, and answer questions.
- Performs other duties as assigned (no more than 5% of duties).
Required Qualifications:
- 8+ years – Relevant experience in analysis, policy, regulatory, legislative or compliance within the power industry at either an Investor-Owned Utility (IOU), a governmental agency, or Non-Governmental Organization (NGO).
- Must be able to manage multiple projects simultaneously and meet deadlines.
- Must reside in Southern California or be willing to relocate upon hire.
- We offer a hybrid work environment. Although the schedule may vary, typically this will allow you to work from the office two to three days per week and work remotely on the remaining workdays.
Preferred Qualifications:
- Experience in renewable energy.
- Ability to interface with multiple stakeholders (including Senior Management, CPUC Energy Division staff, interveners, developers, and community groups, present complex ideas in an understandable manner, and translate policy guidelines into business practices.
