Full-Time Portfolio Project Manager (IT Project Management – Senior/Specialist)
Job Description
The WSLCB Information Technology Services Division is announcing an exciting opportunity for Portfolio Project Manager (IT Project Management – Senior/Specialist) at Olympia, WA. This position reports to the Product & Portfolio Senior Manager in the WSLCB’s Information Technology Services Division (ITSD).
In this role, you will work on cross-divisional teams and interact closely with technical service owners, product management, business product owners and subject matter experts and other stakeholders to independently establish and enforce the IT project management governance applied to the implementation of technology product and service enhancements, upgrades, modifications, and replacements deemed to be the most complex. You will apply product management, solution architecture, and data management principles to ensure projects are scoped properly and in accordance with product roadmaps and portfolio priorities.

Duties
Some of the duties you will perform are:
- Establish IT project management governance that aligns with the agency’s portfolio management and product management, and organizational change management strategies.
- Establish the value proposition of IT project management principles within the organization, including Control and Consistency; Accountability; Validation; and Execution.
- Develop, implement, and maintain IT project management strategies and guiding principles that align with the agency’s operational goals and objectives in the following areas: Scope Management; Work Plan and Schedule Development; Project communication Planning; Deliverables/Artifact Management and Organization; Requirements Traceability and Testing Coordination; Issue and Risk Management; Vendor Management (when applicable); Status Reporting.
- Evaluate IT project management processes, procedures, and tools, and identify opportunities for continuous improvement. Where there are gaps, develop, implement, and maintain new ones.
- Establish metrics and key performance indicators to measure progress and compliance with scope, schedule, budget, and expected project outcomes.
- Create project plans and/or charters that define project scope, objectives and goals, MVP, schedule, and budget.
- Develop and/or adapt project implementation methodologies that best meet project goals and objectives given the situation at hand, including change control.
- Manage resources to ensure project milestones and activities are on schedule.
- Identify risks and issues, including facilitation of discussions to remove obstacles, mitigate or remove risks. Escalate when appropriate.
- Provide clear direction to teams of project performance expectations. Hold project team members, project sponsors, product owners, project stakeholders and yourself accountable for project accomplishments and success, including facilitation of discussions amongst senior leadership to remove obstacles, mitigate or remove risks affecting the IT project portfolio.
- Facilitate planning, organizational, risk and other discussions to bring teams to consensus and drive performance.
- Design, develop and communicate status of IT projects to key stakeholders through dashboard reporting.
- Facilitate retrospectives aimed at replicating project successes, preventing project failures, and continuously improving the quality of IT project outcomes.
- Manage the OCIO project submission, review, and assessment process, when applicable. Understand the requirements and impacts of Section 701 of the State Budget when applied to project funding.
- Work closely with Product Management to ensure Project Scope and Delivery align with Product Roadmaps.
- Work closely with Application Development and System Administration to ensure Project Delivery aligns with Solution Architecture and Security Standards.
Qualifications
Required Qualifications:
Experience for required qualifications can be gained through various combinations of formal professional employment and educational experience. See below for how you may qualify.
Option 1:
A Bachelor’s degree or above in Management, Business, Computer Science, Information Technology or other closely related field AND
Seven (7) years of progressive professional experience in a wide range of technical disciplines such as business analysis, systems analysis, system integration, software quality assurance, system administration, network administration, software development/configuration, hosting, and cyber security.
Four (4) years of the above experience needs to be specifically managing complex IT projects using PMBOK standards and principles.
Experience may include a combination of following:
- Working level knowledge and experience in IT project management methodologies, practices, tools, and techniques such as Agile, Scrum, Kanban, Lean, Waterfall, Sig Sigma and PMBOK.
- Advanced knowledge and experience in Organizational Change Management methodologies, practices, and techniques such as ADKAR or PROSCI.
- Advanced knowledge and technical proficiency in project management software such as Azure DevOps (ADO), Microsoft Project or Trello.
- Advanced knowledge and progressive experience establishing enterprise level IT Project Management governance frameworks.
- Advanced knowledge/experience and understanding of product management and solution architecture concepts and their application to project scope and management.
Option 2:
An Associate’s degree in Management, Business, Computer Science, Information Technology or other closely related field AND
Nine (9) years of progressive professional experience as listed above. Four (4) years of this experience needs to be specifically managing complex IT projects using PMBOK standards and principles.
Option 3:
Eleven (11) years of progressive professional experience as listed above. Four (4) years of this experience needs to be specifically managing complex IT projects using PMBOK standards and principles.
