Primary Purpose: 

Lead and administer energy efficiency Statewide programs, responsible for portfolio optimization within the Customer Programs department at SDG&E. Responsible for managing the team to meet CPUC mandated Statewide and local programs. Ensures compliance with meeting savings and cost-effectiveness goals while operating within program budgets and conducting extensive portfolio planning and analyses and ensuring compliance with internal and CPUC reporting and audit requirements.

Duties and Responsibilities

  • Develop, design, and execute a variety of activities and analyses of the energy efficiency portfolio, statewide programs and related business strategies. Responsible for portfolio analytics and optimization, annual budget and long-term portfolio plans to meet CPUC mandates and compliance metrics
  • Represent SDG&E and responsible for position development on Statewide programs and topics. Monitor program progress and make necessary adjustments to ensure all program goals are achieved.
  • Develop and implement best practices to streamline program administration, with a focus on reporting, data & financial analysis and continuous process improvements. Coordinate implementation of the business plan decision with internal teams, other California IOUs, CPUC and other external stakeholders.
  • Manage third party program contracts and ensure compliance with terms and conditions, KPIs and required mandates. Develop business requirements, scope, compensation and metrics for third-party implementer programs and lead counterparty negotiations for Statewide programs. Work closely with internal teams (supply management, legal, marketing, policy & regulatory) to integrate best practices.
  • Manage, motivate, and develop staff to ensure accuracy, timeliness of deliverables, and consistent quality of work product. Provide direction, feedback, and coaching to employees to ensure performance standards, goals, and key performance indicators are met.
  • Proactively communicate with SDG&E senior management as well as external stakeholders including CPUC and ratepayer advocates, of program progress to goal and associated challenges and successes.
  • Performs other duties as assigned (no more than 5% of duties).
Required Qualifications:
  • Bachelor’s Degree Business Management, Engineering, Marketing or related field and/or equivalent experience.
  • 8 years – Energy Efficiency Programs & Portfolio management.
  • Knowledge of Energy Efficiency programs, regulatory compliance, and position development.
  • Ability to comprehend and articulate EE and Integrated Demand Side Management (IDSM) programs principle to audiences of varying degrees of familiarity.
  • Maintains a customer focus and knows how to work effectively within the company to achieve goals. Thoroughly understands customer’s needs and values and is able to translate this into effective programs and offerings.
  • Energy industry knowledge and understanding of utility customers and market segments.
  • Working knowledge of utility business, financial models and regulatory rules and requirements.
  • Excellent leadership skills to develop personnel and ability to lead and manage through influence in a matrix organization.
  • Ability to define and develop goals, strategically allocate and optimize resources.
  • Ability to think both strategically and tactically.
  • Understanding of financial budgets and ability to strategically allocate resources and optimize programs.
  • Ability to convey (verbal and written) technical concepts to a non-technical audience.
  • Ability to work though issues with multiple unknowns and effectively managing risk.
  • Must reside in Southern California or be willing to relocate upon hire.
  • We offer a hybrid work environment. Although the schedule may vary, typically this will allow you to work from the office two to three days per week and work remotely on the remaining workdays.

Preferred Qualifications:

  • Employee supervision and experience in handling all aspects of employee management, including performance management, training and development.
  • Other refundable and/or customer programs and portfolio operations, with heavy emphasis on compliance, contract administration, consensus building and technical & financial requirements.
