DEP is seeking to fill a fulltime Planning Specialist III position in the Director’s Office, Intergovernmental Affairs Division to provide support in the development and implementation of the County’s 10-Year Comprehensive Water Supply and Sewerage Plan (10-year W&S Plan) update, and support the other functions of the division. In addition, the position will also support the County’s Municipal Separate Storm Sewer System (MS4) permit.
Key responsibilities include, but are not limited to:
- Develop recommendations on water and sewer category changes.
- Review development plans and property plats for compliance with County Policies.
- Plan and implement 10-Year W&S Plan policies and processes related to water sewer extensions.
- GIS mapping and analysis
- Provide support to the Watershed Restoration Division related to Total Maximum Load (TMDL) development and implementation and MS4 implementation.
This position requires possession of a valid driver’s license and the ability to drive a County vehicle to attend meetings and perform other work at locations throughout Montgomery County, and occasionally in nearby jurisdictions or in remote areas that may not be readily assessable by public transportation.
Occasional evening or weekend work outside of normal business hours may be required.
To ensure a positive workplace and to comply with federal, state and County laws, the incumbent is responsible for completing mandatory trainings within the first three to six months or within the specified timeframe.
The work is mainly performed indoors in an office environment. Field work/site visits will be required and sometimes under adverse weather conditions, which involves normal, everyday discomforts.
MINIMUM QUALIFICATIONS
Experience: Three (3) years of experience in planning and research related to land use, environmental issues, conservation or other work directly related to water resources planning.
Education: Graduation from an accredited college or university with a Bachelor’s Degree in planning, urban design, environmental studies, public administration, or related field.
Equivalency: An equivalent combination of education and experience may be substituted.
License: Possession of a valid Class “C” (or equivalent) driver’s license from the applicant’s state of residence when required for job-related duties.
PREFERRED CRITERIA:
There are NO Preferred Criteria Assessments. All Applicants will be reviewed by the Office of Human Resources (OHR) for minimum qualifications. Those applicants who meet minimum qualifications will be rated “Qualified”, placed on the eligible list, and may be considered for an interview. Employees meeting minimum qualifications of the same grade or higher will be placed on the Eligible List as a “Transfer” candidate and may be considered for an interview.
Preference for interviews will be given to applicants with the following:
- Experience with water and sewer planning and/or watershed planning.
- Experience with GIS mapping and analysis.
- Experience with public outreach and communication.
- Experience with technical writing report development.
